    PhilHealth coverage for room is only up to discharge order

    CEBU, Philippines – PhilHealth reminds accredited hospitals and doctors that coverage for room and board extends only up to the date the attending physician issues the order of discharge.
    Under Circular 14, series of 2010, the order of discharge may be in the form of "May go home," "For discharge," or any other similar order written in the doctor's order sheet. In any case, PhilHealth will only reimburse claims for confinement up to the date the patient is ordered discharged. For instance, if the patient is admitted on August 3, 2010 and a "May go home" order is issued on August 6, 2010, the total compensable days of confinement are only three days.
    PhilHealth chief for Health Care Delivery Management, Dr. Francis Javier explained that this clarifies matters for health care providers when filing for reimbursement with PhilHealth.
    "We pay for the care of sick patients," Dr. Javier said, emphasizing a key aspect of the insurance program of PhilHealth-that of insuring members for illness or injury requiring hospitalization. With the issuance of a discharge order, the attending physician deems that the patient's continued confinement is no longer necessary.
    However, onset of complications requiring further management by the health care provider is a valid ground for deferment of a previously issued order of discharge. The patient's clinical chart must substantiate the deferment.
    Atty. Gerardo Ortiz, then in his capacity as PhilHealth Legal Office head, said this also clarifies the confusion regarding interpretation of a "May go home" order. This had been interpreted as merely permissive such that hospitals or doctors would seem justified in extending the period of confinement to include the days after the issuance of the discharge order.
    The circular now directs health care providers to ensure that the appropriate confinement period is indicated in the claim forms and other supporting documents for reimbursement. Violation of this policy constitutes the offense of extending the period of confinement which is punishable under the implementing rules and regulations of the PhilHealth law.
    The legal office of PhilHealth has been closely and regularly monitoring health care providers. Those found to have unnecessarily extended a patient's confinement period will be referred to the legal sector for appropriate action.

    Minor escapes from Talisay City jail

    CEBU, Philippines – A minor inmate at the Talisay City Jail escaped last week.
    The Talisay City jail guards and the police are still looking for the whereabouts of the minor, known for his alias "Inad."
    Originally from Pasig City, the minor's last known address was Deca Homes at Tungkil, Minglanilla.
    An alleged member of the Akyat Bahay gang, he was detained for robbery.
    The minor speaks Tagalog and a cash reward of P13,000 will be given to those who can give information on his whereabouts.
    Chief Inspector Renante Rubio, officer in charge in Talisay City Jail, told The FREEMAN yesterday that the minor escaped from jail two weeks past.
    According to Rubio, they placed the minor in a cottage to separate him from the adult-prisoners.
    Rubio said the minor cut the steel bar matting in the ceiling of the cottage, climbed over the gate and jumped towards the back portion of the jail.


    The Talisay City Jail is located in Barangay Mahagway, a mountainous barangay in the Talisay City.
    The facility has a high concrete fence with barbed wires on top. The minor was apparently an expert in climbing over fences being a member of the Akyat Bahay, said Rubio.
    He further said that after the incident, he transferred the five guards who were on supposedly watching over the facility at that time.
    They now strengthen the security at the Talisay City Jail by putting in more barbed wires.
    A photo ofthe minor who escaped is now being posted in various police stations.

    5T illegal settlers to lose homes

    CEBU, Philippines – More than 5,000 urban poor families in Cebu City are set to lose their homes in a demolition, an official of the City Hall's Division for the Welfare of the Urban Poor (DWUP) said.
    These families are illegally occupying either a private or government property, those who have built their houses along rivers and creeks thus, obstructing the flow of water, and those within the three-meter easement zone mandated by the law.
    Engineer Danilo Gabiana, head of DWUP, said that these more than 5,000 families are not part of the total number of urban poor families illegally settling in different parts of the city.
    They are only those whose cases have already been decided by the court in favor of the real lot owners or those who are asked to vacate due to the urgency in the situation, he clarified.
    Gabiana said that of the 58,712 urban poor families in the city, about 25 to 30 percent are illegal settlers.
    The over 5,000 families with pending demolition include the 168 families occupying Lot 937 owned by Mariano Godinez in Sitio San Miguel, Barangay Apas; the 265 families occupying the lot owned by University of the Philippines Cebu College in Sitio San Jose, Barangay Lahug and the over 1,300 families in Sabellano St., Barangay Quiot Pardo whose houses are settled on the lot owned by the Japer Development Corp., among others.
    Some 247 families were also told by the city government to remove their houses built along rivers and creeks because they obstruct the flow of water and because their existence is in danger due to possible flashflood or overflow, which is feared to happen this rainy season.
    Some 3,000 families whose houses are built within the three-meter easement zone of rivers and creeks are also being eyed for demolition because the city plans to convert these areas into parks or walkways which is part of the thrust of Mayor Michael Rama.


    The easement zone is mandated under Presidential Decree No. 1067 or the Water Code of the Philippines, which says that the banks of rivers and streams and the shores of the seas and lakes throughout its entire length and within a zone of three meters in urban areas are subject to the easement of public use in the interest of recreation, navigation, floatage, fishing and salvage.
    Gabiana said that implementing the three-meter easement in the rivers and creeks is also necessary for the dredging project because one of the factors that cause delay in the implementation of the project is the lack of space where dredging equipment can pass to desilt rivers and waterways.
    The city government through its various housing programs has already helped 40,327 urban poor families who were given the chance to have their own homes.
    But despite the effort to eliminate illegal settlers, their number keeps on increasing because a lot of migrants from the province move to the city in the hope of finding a better life

    Paz supports Cutie's undersea tunnel plan

    CEBU, [COLOR=blue ! important][COLOR=blue ! important]Philippines[/COLOR][/COLOR] – The move of Cebu City North District Rep. Rachel Marguerite "Cutie" del Mar to construct an undersea tunnel has gained support from a local chief executive in a neighboring city.
    House Bill 192, filed by del Mar, seeks to construct the a 500-meter undersea tunnel from Cebu City to the Municipality of Cordova and Lapu-Lapu City in order to alleviate traffic congestion.
    In an interview with The FREEMAN, Lapu-Lapu City Mayor Paz Radaza said that she supports the move of del Mar for the undersea tunnel, which she believes her city can benefit.
    "I support the move," Radaza said.
    The expansion of the Mactan-Cebu International Airport and the increase in domestic and international [COLOR=blue ! important][COLOR=blue ! important]flights[/COLOR][/COLOR] to the province have created a huge traffic volume, she said.
    "There is the imperative need for additional access routes from Mactan-Cebu International Airport to the downtown area and the southern cities and municipalities of the province," Del Mar said.
    Radaza said tunnel will also boost the economy of Lapu-Lapu City being one of the highly urbanized cities in the province.
    "Additional access to Lapu-Lapu City will further boost the economy of the city," the mayor said.


    Del Mar said the project appears to be ambitious but it is the solution to the traffic movement across the existing Mandaue City to Lapu-Lapu City roads and bridges.
    Del Mar told The FREEMAN that she will be coordinating with the National Economic Development Authority, Department of Transportation and Communication, the Department of Public Works and Highway for a feasibility study for a Build-Operate-Transfer project.
    "The time frame will be fixed as soon as we have an unsolicited offer from a proponent," del Mar said.

    Hoopsdome finished

    CEBU, Philippines – The Lapu-Lapu City council has deferred the acceptance of the phase 2-finishing [COLOR=blue ! important][COLOR=blue ! important]works[/COLOR][/COLOR], amenities and specialty works of the three-level Hoopsdome, which has been 100-percent complete.
    Vice Mayor Marcial Ycong, the council presiding officer, said the members of the council want to inspect the project before accepting the project, which was endorsed by the city engineer's office.
    City engineer Rogelio Veloso, in his endorsement letter, said the project was completed last June 25.
    Veloso said the defect liability period shall be one year from completion up to the final acceptance by the city government.
    "During this period, the contractor shall undertake the repair works, at his own expense, of any damage on account of the use of materials of inferior quality within 90 days from the time the head of the procuring entity has issued an order to undertake repair," Veloso said.
    Veloso, however, explained that if the contractor, which is the PLD construction, failed or refuse to comply, the government will undertake repair works and shall be entitled to full reimbursement of expenses incurred upon.
    The cost of the project amounted to almost P100 million.
    If the council decides to accept the completion of the project, a full payment must be made.
