    Five companies put under PAG-IBIG watchlist

    CEBU, Philippines – Five manpower and security agencies have been placed by Home Mutual Development [COLOR=blue ! important][COLOR=blue ! important]Fund[/COLOR][/COLOR] in Cebu City under its watchlist for failure to remit the monthly contributions of the employees.
    Lawyer Leonard Elacion of the HMDF or Pag-Ibig Cebu said these five companies, whose names he refused to divulge, reportedly did not remit the monthly contributions of their employees.
    Elacion warned these companies of possible criminal charges for ignoring their obligation.
    Elacion said that every year, their branch is filing at least 20 cases against employers due to non-remittance and the perennial violators are security agencies and manpower agencies and even those who are engaged into spa [COLOR=blue ! important][COLOR=blue ! important]business[/COLOR][/COLOR].
    For this year, they have filed one case so far against a manpower agency for failure to remit the P3.7 million monthly contribution of its 2,000 employees.
    As soon as the case is filed the subject companies will be charged one percent surcharge of the total unremitted amount aside from the reimbursement of the filing fee in court.
    "Usually they pay once they receive the subpoena from the court. But we are calling all employers to remit monthly contributions to PAG-IBIG to avoid paying penalties," Elacion said.
    Philip Simon Basquez, HMDFchief of Enforcement Section said that they usually conduct inspections of establishments and examined books of account to determine whether these establishments are compliant of its obligation to PAG-IBIG.


    "We usually conduct surprise inspection especially there are complaints against an establishment. Those who complained will be treated as confidential," Basquez said during the Association of Government Information forum yesterday.
    Republic Act No. 9679, or the Home Development Mutual Fund Law of 2009, made mandatory the membership to the fund for all employees regardless of status of employment or nature of appointment.
    The said coverage took effect last January 1, 2010.
    Under the said law, employers are directed to deduct the employees monthly membership contributions from their salary and remit the same to the Fund together with the employer's counterpart.
    PAG-IBIG-Cebu City Branch reported that as of June 2010, they already have a membership level of 303,838 or already 92 percent from its 331,466 [COLOR=blue ! important][COLOR=blue ! important]target[/COLOR][/COLOR] for the year.
    It added that they have already released a total of P742,684,000 for multi-purpose and calamity loans.
    For its housing loan program, they have released a total loan amount of P595,213,000 for 715 borrowers.
    PAG-IBIG intends to release a total loan amount of P1,348,205,000.00 at the end of the year.

    P221 million budget for Rama's first 100 days okayed

    CEBU, Philippines – The Cebu City Council yesterday approved the P221 million supplemental budgets for Mayor Michael Rama's programs and projects within his first 100 days.
    The bulk of the total appropriations was contained in the Supplemental Budget no. 3 of Special Accounts amounting to P163.617 million while the P62.65 million was for SB No. 4 of General [COLOR=blue ! important][COLOR=blue ! important]Funds[/COLOR][/COLOR].
    P35 million of SB No. 4 was earmarked under the General Services Office for the purchase of fuel, supplies and materials for motor vehicles and for security services, P1 million for the establishment of band, P4 million under the office of the City Administrator for accounts payable incurred in the past and P9 million for the city's burial assistance program.
    The P15 million for the traffic maintenance to be implemented by the City Traffic Operations and Management, P30 million for the medical assistance, P31.5 million for the retreading and paving of city streets and bridges, P24 million to pay for the 16 units of buses distributed to the mountain barangays and P15 million for the renovation of the City Hall building including the purchase of additional furniture and fixtures formed part of the SB 3 of Special Accounts.
    SB 3 also includes P20 million for Phase I of the renovation of Plaza Independencia, P7 million for the purchase of 44 units of motorcycles for the city police officers and P16 million for the purchase of four units of brand new garbage trucks.
    The original proposed SB 3 includes the purchase of a dredging machine but it was slashed to give way to the P24 million statutory obligations of the city to the supplier of the 16 buses given to the mountain barangays.
    Other items affected are the [COLOR=blue ! important][COLOR=blue ! important]budget[/COLOR][/COLOR] for fuel which was originally for P30 million but was reduced to P26 million. One unit of garbage truck supposedly at P4 million was also sacrificed so the city will now be able to purchase only four units with P16 million. Rama's proposed brass band and chorale even if the budget was slashed but will still get P1 million instead of P2 million.
    Eighty percent of the source of the two supplemental budgets is from the realignment of previous appropriations that were not utilized.


    The biggest chunk would come from the realignment of this year's financial assistance to barangay projects amounting to P153.5 million.
    Some P20 million will come from the realignment of the unused funds of the city's scholarship program.
    The city can also use about P4 million from the realignment of unused funds for the Special Program for Employment of Students.
    Other sources are from the Internal Revenue Allotment difference in the years 2000, 2001 and 2004 accumulating to almost P26 million while P17 million will be sourced from the reversion of accounts payable in 2007 and 2008.

    Barangay official denies misuse of senior citizens funds

    CEBU, Philippines – An official of Barangay San Roque this city yesterday denied involvement in the alleged misuse of funds intended for the elderly residents in the barangay.
    Councilwoman Julieta Balcon, head of barangay's committee on social services, is facing charges with the Ombudsman for alleged malversation of funds. The complainants, all members of the senior citizens group in San Roque, allege the barangay had spent some P38,000 of senior citizens funds for other purposes and not for projects that would benefit them.
    Barangay Captain Rogelio Ruizo was included in the complaint.
    In an interview with The Freeman yesterday, Balcon said the move is politically motivated because the barangay and Sangguniang Kabataan elections are fast approaching.
    She said there are rumors that one of the complainants, Romulo Buaya, wants to run in the election under the group of incumbent councilman Lidiore Miranda who plans to run for barangay captain. Miranda is supporting the complaint at the Ombudsman.
    Balcon said most of the complainants are reportedly inactive members of the senior citizens group, thus, they have no knowledge of the status of the budget for senior citizens.
    In a report published in The Freeman last month, complainants said that the P38, 812.72 senior citizens allocation for 2009 was only spent for one activity - a one-day orientation seminar last October.
    The barangay allegedly did not appropriate funds for other activities like the Senior Citizens' Month and Christmas Party, but instead asked the members for contributions. Balcon denied these allegations.


    She said that members of the senior citizens group are the ones who decide on their activities even without consulting with her committee. She said she would only be informed about a certain activity after the same has been planned out.
    One example, she said, is the agreement to contribute for the honorarium of the driver of the Kaoshiung bus the senior citizens used in going to Simala in Sibonga last year.
    Balcon, nevertheless, admitted that she mistakenly mentioned in one of their meetings that the senior citizens budget for 2009 is only P7,000 when, in fact, it is actually P38,812.
    But she reportedly corrected the information in the subsequent meetings, which the complainants allegedly did not attend.
    As to whether the P38,812 was properly accounted for, she said that only the barangay treasurer can answer because all purchases were done by the treasurer in coordination with their Gender and [COLOR=blue ! important][COLOR=blue ! important]Development[/COLOR][/COLOR] focal person.

    Lingam spa in Mandaue is now back in business

    CEBU, [COLOR=blue ! important][COLOR=blue ! important]Philippines[/COLOR][/COLOR] – One of the two spas offering the controversial "lingam" massage in Mandaue City and ordered closed recently is now open again for business after complying with all the requirements set by the health department.
    The Mandaue City Health department yesterday inspected Authentic Lingam Massage at A. S. Fortuna Street in barangay Bakilid.
    Its owner, Bella Talingting, readily presented health cards for attendants and other health requirements to the inspectors.
    Later, the same team went to 789 Thai Lingam Spa, which was also ordered closed not long ago by Mayor Jonas Cortes, for inspection.
    However, the owner of the spa has not complied with the requirements.
    Both spas were given five days to comply with the legal requirements and to renew their business permits on or before July 20.
    The Freeman learned that the closures came after the Cebu Provincial Women's Commission (CPWC) had urged Mayor Cortes in a June 11 resolution to crack down on spas and massage parlors offering "lingam" massage.
    Each of these spas employs attendants and offer body massage for P900 for one and a half hours.


    Roxan Mauro, supervisor of Authentic Lingam Massage had said that massaging the prostrate gland could relieve the person from physical, emotional, and mental stress.
    Authentic Lingam Massage has nine masseuses that offer a one-hour whole body massage for men for P900 also.
    Lingam massage focuses on the male's sexual organ and has become a growing trend in Metro Cebu in recent years.
    Provincial board member Agnes Magpale said women who work in these establishments are susceptible to abuse as some attendants allegedly have *** with their costumers.

    Teacher gets three years imprisonment

    CEBU, Philippines – A public school teacher in Bogo City was sentenced by the Supreme Court to suffer three years imprisonment after she was found guilty of direct assault resulting to unintentional abortion of a co-teacher 29 years ago.
    Lydia Gelig was only supposed to serve 30 days imprisonment after the Court of Appeals downgraded her earlier conviction for direct assault with unintentional abortion before the Regional Trial Court to only slight physical injuries.
    Instead of the four years and two months conviction with the RTC the appellate court only sentenced her to 30 days imprisonment. But, Gelig was not satisfied with it, she would have wanted acquittal prompting her to elevate the case before the Supreme Court.
    However instead of acquittal the high tribunal modified the appellate court's decision. The Supreme Court increased the penalty from 30 days to three years.
    In a decision penned by Associate Justice Mariano del Castillo promulgated last July 28, 2010, the high tribunal ruled the Court of Appeals erred in finding Gelig only guilty of slight physical injuries instead of direct assault with unintentional abortion.
    The case stemmed from Gelig's attacking her co-teacher, Gemma Micarsos, in July 17, 1981 while the latter was attending to her class at the Nailon Elementary School.
    Gelig barged into Micarsos' classroom, slapped the victim and pushed her on the ground causing miscarriage to the pregnant teacher.
    Gelig was angry at her co-teacher for allegedly calling her son a "sissy."

    Rama asks P.Noy: Keep Malacañang sa Sugbo

    CEBU, [COLOR=blue ! important][COLOR=blue ! important]Philippines[/COLOR][/COLOR] - The Cebu City government is asking President Benigno “Noynoy” Aquino III to keep the Malacañang sa Sugbo or convert it into a museum if he is not interested to use it instead of returning it to the Bureau of Customs.
    Mayor Michael Rama does not want that the old customs building, which former President Gloria Macapagal Arroyo used as her official residence in Cebu, will be returned to the BOC.
    Customs collector Ronnie Silvestre is working to recover the property if the President will no longer use it. Silvestre’s move is supported by customs commissioner Joselito Alvarez.
    However, Rama said they will write a letter to Aquino to ask him to keep the Malacañang sa Sugbo or convert it into a museum or anything that will preserve its heritage prominence.
    Rama said that he could not give up the Plaza after the city government has spent a lot for its renovation when it was destroyed in 2008 due to the construction of the tunnel.
    The phase 1 of the renovation of the Plaza is expected to be finished this October while phase 2 and phase 3 shall be finished before the year ends.
    Rama, who is an advocate for the preservation and promotion of the history and culture of Cebu is strongly against the destruction or conversion of the historical [COLOR=blue ! important][COLOR=blue ! important]infrastructures[/COLOR][/COLOR].
    He said that the Malacañang sa Sugbo has been there since 1910. It is built originally to house the BOC but in 2004 Arroyo use it as her official residence.


    Rama wants everything in the Malacañang sa Sugbo to be preserved including the memorabilia of the former administration.
    BOC is now leasing the building of the Cebu Port Authority (CPA) at a monthly rental of P50,000.
    Recently, it announced its plan to get back their nine-hectare property so they will not have to spend more for rent. The plan was revived after the president expressed no interest in keeping the building.
    Rama said he hopes that the President will be able to help the BOC in finding another place where it can hold office if it is all of the bureau’s concern.
    Rama has plans for the Malacañang sa Sugbo, Plaza Independencia, Fort San Pedro as well as the Campagna Maritima.

    Registration for barangay, SK elections start


    CEBU, Philippines - Even if the scheduled October 25 barangay elections remain uncertain because of various petitions to have it postponed, the Commission on Elections yesterday started the registration for the said political exercise.
    The poll body started accepting registrants for the barangay elections until August 13.
    Tomorrow they will also open the registration for the Sangguniang Kabataan elections until August 15.
    Cebu City North District election officer Marchel Sarno said the turn out was good during the first day of the registration. He reminded the voters to enlist themselves early and not to wait for the last minute to ensure that many will be able to register and exercise their right to choose their next barangay leaders.
    The registration period will start from 8 am to 7 pm including Saturdays and Sundays. Registrants are advised to bring any valid ID, except those issued by the barangay, or birth certificate.
    Sarno said there is no final schedule yet for the applications for candidacy but he said that usually, it is set 10 days prior to the elections.
    The law sets the barangay elections on October 25, however, there were various pending petitions asking for its postponement.
    Sarno said they are doing the necessary preparations and consider that the elections will push through as originally scheduled until a law postponing it is passed.


    Here in the city, Sarno said, the Comelec is 70 percent prepared for the October election because their office is following the original schedule of activities.
    They will still need around 4,000 to 5,000 teachers who will facilitate the elections in the different clustered precincts.
    Each clustered precinct will have no more than 400 voters. There will be three teachers to man each clustered precinct. Sarno said that they expect around 400 to 500 new registrants.
    Last May elections, the total number of voters reached 518,091. Of which, 279,268 are from the north district while 238,823 are from the south
