CCMC credit officer summoned for preliminary investigation

CEBU, Philippines – The committee investigating the lost of 28 Philhealth checks issued to the Cebu City Medical Center has summoned credit officer Lourdes Archua to a preliminary [COLOR=blue ! important][COLOR=blue ! important]conference[/COLOR][/COLOR] on Wednesday.
The committee headed by City Legal Officer Joseph Bernaldez called for preliminary [COLOR=blue ! important][COLOR=blue ! important]conference[/COLOR][/COLOR] to define, simplify and clarify the issues surrounding the case before a formal hearing will be conducted.
It is also intended to formulate stipulations of facts, consolidate evidence and discuss other matters which may be helpful to the committee in the prompt disposition of the case.
City Administrator Jose Mari Poblete said a notice was already sent to Archua, who is the only person formally facing investigation so far with regards to the missing checks amounting to P240,000.
Archua was charged for gross neglect of duty and was preventively suspended for 30 days starting July 22 upon the recommendation of the city attorney's office.
In a resolution, Atty. Marie Velle Abella, legal officer III, initially found Archua liable for neglect of duty as she failed to perform the act inherent to her appointed position.
"The manner in getting the checks was palpably irregular and dubious but she gave the check without any precautionary measures taken. Respondent knows for a fact that only the chief of Hospital can release the checks through formal endorsement to the City Treasurer's Office," Abella said.
Archua, through her lawyer Gloria Lastimosa-Dalawampu, however pass on the blame to Mary Grace Lopez, a City Treasurer's Office employee detailed at the CCMC.


Archua claimed it was Lopez who actually released the 28 checks to a certain Concha Ruth Adlawan who disguised herself as a Philhealth trainee.
The National Bureau of Investigation has also summoned Archua today to give her statement. Aside from Archua, Lopez and Ben Colong, the city hall employee who rediscounted nine of the missing checks are also expected to appear before the NBI today.

Robber shot, arrested in Guadalupe

CEBU, Philippines – Two robbers were arrested following a brief chase with the barangay tanods and police in Barangay Guadalupe, Cebu City dawn yesterday.
One of the suspects, Rey Sta. Ana, of Andres Abellana Ext., was taken to the hospital after he was shot to the hand. It was not yet known who among the tanods and responding police officer shot the suspect, who was arrested along with Danolo Catamora, 26, a resident of Andres Abellana St.
Their third companion, a certain Harry Yungco was able to elude arrest.
Police said at around 1 a.m., barangay tanods Dionisio Taboada, Logorio Labra, and Roldan Caballes were on board a vehicle on their way to respond to an anti-noise alarm. Upon reaching the corner L. Bacayo and Emilio Osmeña Streets, they saw teenagers Sheila Mae Diaz, 17, of Anders Abellana St. and Kenneth Taborada, 16, of Singson Road, shouting for help as they were robbed by the suspects.
Taken from Diaz was a Nokia cellular phone worth P2,500 and from Taborada was a wallet containing P300.
This prompted the tanods to respond and chase after the motorcycle-riding suspects. However, when their vehicle was already beside the suspect's motorcycle, one of the suspects, who was later identified as Santa Ana, allegedly fired at the authorities but missed.
In the process, all the tanods quickly jumped off from their car to avoid being hurt. Taboada arrested Catamora while the suspect was about to flee.
Labra and Caballes who was already with SPO1 Bonite chased the two other suspects who ran towards the nearby interior area. After a few minutes, Santa Ana was located on his motorcycle.


During an interrogation, Santa Ana revealed that he just threw his firearm to the nearby grassy area and when tanods let him locate it, he picked it a .38 caliber revolver with two live bullets and handed the weapon to the authorities. He was then taken to the Cebu City Medical Center for treatment of the gunshot wound on his hand.
SPO1 Teodoro Lumanasof Guadalupe Police said that it is not yet known who among the responding authorities shot and hit Santa Ana as other policemen had gradually responded to the incident.
Catamora is now detained while the motorcycle (YO-8002) that the suspects used in the robbery is now in the custody of the police.

Woman shot 4 times, survives

CEBU, Philippines – A woman survived after shot and hit four times to her body by two motorcycle-riding men on Spolarium Street, Barangay Duljo-Fatima, Cebu City at almost 11 p.m. last Saturday.
Joan Abellon Ramas, 32, sustained four gunshot wounds on her body and was rushed to the Cebu City Medical Center for treatment.
The victim, who was still able to talk with the police, said that she was sitting inside a trisikad by the roadside while "texting" and waiting for a friend when two men, riding in tandem in a motorcycle, stopped near her.
The back rider then shot her without a word prompting the victim to run and hide. When she saw a "tartanilla" (horse-drawn carriage), she rode on it and requested the driver to bring her to the barangay hall where she could ask for assistance.
Ramas was then assisted by the on-duty barangay tanods and took her to the CCMC where she remains confined for the gunshot wounds she sustained on her right hand, right chest, left shoulder and left thigh.
PO2 Wetzyl Berry of the Homicide Section said the victim told them she has no idea who are the persons who attempted on her life or know anyone who is harboring a grudge on her.

Rama: City not prioritizing plane purchase

CEBU, Philippines – Buying old planes is not one of the city's priorities, this according to Cebu City Mayor Michael Rama who announced yesterday that he is no longer interested in acquiring the three planes put up for auction by the Department of Education.
Earlier, he said that he wants a study of the proposal of Vice Mayor Joy Augustus Young to buy the three 40-year-old Helio planes which were offered by DepEd at a floor price of P4,678,589.57.
But Rama said he has heard and read more criticism than encouragement of the plan.
"I have enough of what I have read. I have enough of what I received through texts. I have been receiving a lot of comments and I don't have to cite all one by one," Rama said.
"Like what they have said, the city will lose in the maintenance, 40 years old already and so on. We cannot risk since we are dealing with public funds," Rama added.
Aside from the fact that the planes are quite old, the city government also would need to spend millions for its maintenance and repair which includes an overhaul of the engines.
Pilots must also undergo specialized training because Helio aircraft are different from other ordinary planes, these are designed to fly under abnormal conditions.
Though DepEd assured that the planes are in flying condition, the city does not want to take the risk.


But Young said that it is normal for Rama to hear a lot of criticism from people because not many have knowledge about planes.
Young said that it is too early to say that the city is rejecting the plan because a thorough study has yet to be made on the feasibility of acquiring planes for use during emergency situations like disasters.
Rama said that even if he has already made a decision, he will not close his ears to the council that might approve the procurement.
"I also have to hear what is their understanding about it. But as far as I am concerned, it is not a priority now," Rama said.
He said he is more open to the idea of buying a chopper but on the condition that it will not be maintained by the city.
"I was of that view long time ago but it should not be maintained by the city. It may be maintained by Centcom (Central Command) and it must be formed part sa ilaha and just be made available to us if needed. It will be useful in our Quick Response Emergency Team," Rama said.

Young: Lingam massage is welcome in Cebu City

CEBU, Philippines – While the City of Mandaue and Lapu-Lapu have conducted operations to curb "lingam" massage in their areas, Cebu City Vice Mayor Joy Augustus Young welcomes the massage parlor to operate within the city.
Young, however, quick to clarify that there is a need for the regulation and guidelines of lingam massage, a kind of service in local massage parlors and spas, so that it will not lead to "extra services".
"Let us evaluate it. Ang question karon is about morality kay kung wala'y *** mahitabo, ok ra man. Ari lang mo diri kung dili mo pwede didto (referring to other cities)," Young told reporters.
Lingam is a Sanskrit word for the male genitals.
Last March, the Cebu City Council passed a resolution asking the Cebu Anti-Indecency Board and law enforcement agencies to investigate if these massage parlors offering lingam massage were involved in immoral and lewd practices.
Young said there are many foreigners and tourists here in Cebu because of the lingam massage.
Lingam massage has been popular among male customers because it reportedly includes massage of the testicles and perineum. It said that the massage prevents possible prostate problems for elderly male clients.
But this kind of massage is not taught in massage schools because contact with a male client's genitals is not included in the scope of a professional therapeutic massage.


Young said he already tasked the two city council committee -the committees on health and tourism- to craft guidelines on the operation of lingam massage in the city.
"Karon wala man gyud makadungog nga naay reklamo except naa diha sa Mandaue," Young said.
Spa and Wellness Association of Cebu president Johnnie Lim suggested that the local government should also coordinate with the association when processing permits for spa operators.
Meanwhile, the Provincial Board yesterday invited the owners of Authentic Lingam Massage, Bella Talingting and Honey Yoo, to ask them about the benefits of the lingam massage as they claimed that aside from being therapeutic it is also a form of [COLOR=blue ! important][COLOR=blue ! important]relaxation[/COLOR][/COLOR] for men.
Lim and former CAIB chief Rene Bullecer were invited to discuss whether the business is morally acceptable or not.
During the session, Yoo stressed out that it is not genital massage but the stimulation of the soft tissues between the anus and the perineum wherein the prostate pressure points are located for the purpose of relaxation.
She adds that Lingam massage is therapeutic for elder male clients to prevent [COLOR=blue ! important][COLOR=blue ! important]prostate[/COLOR][/COLOR] problems.
SWAC president Lim said he believes that the operation of Lingam massage here in Cebu is legal as long as operators comply with business and DTI permits.
He said that he is not personally discouraging the nature of the business but questioned its moral acceptability. He also said it is the clients who should answer if lingam massage is indeed therapeutic.

Tomas to use closeness to P.Noy to protect occupants of 93-1 lots

CEBU, [COLOR=blue ! important][COLOR=blue ! important]Philippines[/COLOR][/COLOR] – Even if they are no longer his constituents, but former mayor now South District Rep. Tomas Osmeña vows to protect the 5,000 occupants of the province-owned lots covered by the Provincial Ordinance 93-1.
Osmeña said he will take advantage of his being in [COLOR=blue ! important][COLOR=blue ! important]Manila[/COLOR][/COLOR] most of the time to reach President Benigno "Noynoy" Aquino III and remind him of his campaign promise to protect the urban poor of Cebu City from threats of eviction.
The congressman's spokesperson and former city administrator Francisco "Bimbo" Fernandez said he already met with the 93-1 beneficiaries and relayed to them the promise of Osmeña.
"Naka-meeting na ko sa residents. Ako silang gipasaligan nga bisag tua na si former mayor Osmeña sa Manila, his heart is with us and he is committed to defend them," Fernandez said.
All of the 93-1 beneficiaries are in the north district which is no longer under Osmeña's jurisdiction.
While they are waiting for the move of the province who recently announced that they are open once more for negotiation, Fernandez said that they remain prepared to deal with the province.
"Pero dili gyud ta musugot papahawaon sila, bahala na. Both national and BOPK remains committed to help these people. Mao na ang akong gi-assure sa mga tawo," Fernandez said.
He said that Mayor Michael Rama has not informed him if there is any communication from the province so far.


Osmeña has asked Rama to allow Fernandez to be involved in the negotiation since the latter have been working on this ever since the conflict started between the province and the residents, who failed to settle their dues.
Rama already allowed Fernandez' participation in the renegotiation saying that 93-1 is an issue of the Bando Osmeña Pundok Kauswagan.
