    Del Mar wants pre-school for public schools

    CEBU, Philippines – Cebu City North District Rep. Rachel Marguerite "Cutie" del Mar has filed two separate bills; one institutionalizing pre-school in the public school education system and the other institutionalizing the free breakfast program of the Department of Education for day-care centers, pre-[COLOR=blue ! important][COLOR=blue ! important]schools[/COLOR][/COLOR] and elementary school children.
    In the House Bill No. 25, Del Mar wants to make pre-school mandatory in all [COLOR=blue ! important][COLOR=blue ! important]public [COLOR=blue ! important]schools[/COLOR][/COLOR][/COLOR], as a separate level of education and a prerequisite to elementary schooling.
    Del Mar said it is best to mold a child during his or her early years because this is the time when the child's sense of wonder is best sharpened and learning best initiated.
    The proposed measure also equips the public school teachers, who are an important component of the value formation program, with proper resources, skills and [COLOR=blue ! important][COLOR=blue ! important]training[/COLOR][/COLOR] to have a uniform understanding, lesson planning, teaching strategy, approach or methodology, and evaluation.
    In filing House Bill 27, del Mar said that the DepEd, in consultation with Parents-Teachers Associations, shall provide free breakfast for public school children and shall make free breakfast part of the public education system.
    The free breakfast program, which shall be implemented in all public schools nationwide, shall also consist of fortified instant noodles or iron-fortified rice or fortified biscuits or any other appropriate form to address hunger primarily and malnutrition secondarily.
    The amount needed to implement the measure shall be charged against the allocation of the DepEd's annual General Appropriations Act.
    "House Bill 27 is the answer to the commitment of the Philippine government to the global call to eradicate malnutrition as stated in the World Declaration on Nutrition and Global Plan of Action for Nutrition adopted during the International Conference on Nutrition in Rome, Italy on December 1992," del Mar said.


    Del Mar said the commitment is strengthened with the formulation of the Philippine Plan of Action for Nutrition, which aims to achieve nutrition for all Filipinos and contribute to the achievement of the Millennium Development Goals on eradicating poverty and hunger.
    Del Mar called for the immediate passage of the proposed measure. "The government shall endeavor to provide the conditions, to enhance the learning process in schools and attain the school children's highest academic performance level," del Mar said.
    "Poor children coming to school with practically no breakfast at home cannot be expected to absorb their [COLOR=blue ! important][COLOR=blue ! important]lessons[/COLOR][/COLOR] in school while suffering hunger pangs," del Mar added.

    Workers, patients ask DOH to suspend Eversley hospital executives

    CEBU, Philippines – Medical personnel, persons affected with leprosy and residents of six sitios in the Eversley Childs Sanitarium compound in Mandaue City yesterday held a protest at the regional office of the Department of Health to demand for the immediate preventive suspension of the hospital's chief and chief of clinics.
    Members of the Eversley Childs Sanitarium Employees Union are accusing Sanitarium chief Dr. Primo Joel Alvez and chief of clinics Dr. Joanri Riveral of mismanagement, grave misconduct, violation of reasonable office rules and regulations, inefficiency, incompetence in the performance of official duties, oppression and poor treatment of persons affected with leprosy, among others.
    They also demanded for the immediate [COLOR=blue ! important][COLOR=blue ! important]installation[/COLOR][/COLOR]
    of a new officer-in-charge in the hospital who they could work with to resolve the current problems the sanitarium is facing.
    The workers' union, headed by Nancy Roma-Sabuero, presented their demands to Health Undersecretary Dr. David Lozada, Jr. during his visit to Cebu City yesterday.
    In a meeting with Lozada, both the workers and the hospital management agreed that no one would be removed from the hospital and that they will work harmoniously and treat the patients well.
    However, the workers said that the moment they see any violation by the hospital officials of the agreement, the union will make a report and pass it to the DOH for the immediate termination of the officials.
    Aside from the ones already mentioned, the workers, in a statement, said that the hospital is facing problems like operating beyond its license to operate of 50 beds with its current 105 general bed capacity, thereby causing the wastage of hospital funds.
    Likewise, union members claimed that Alvez hired 89 job order workers without following proper procedures and papers so that they have not received their salaries for the month of July. The sanitarium is allowed only to hire a number of job order workers corresponding to the ceiling of P400,000 of the maintenance and other operating expenses.


    They also disclosed that Alvez failed to renew the PhilHealth accreditation of the hospital and it has only until December 2010 to work for the renewal of the same.
    The ECSEU also said that there is need to improve the services of the hospital for the persons with Hansen's disease like the retention of 53 beds in the infirmary for patients with reactions to leprosy drugs or skin [COLOR=blue ! important][COLOR=blue ! important]ulcers[/COLOR][/COLOR] which presently is also used as medical ward, the discharge committee that evaluate patients with leprosy be reactivated and essential medicines and medical care should be provided at all times for patients with leprosy.

    Man electrocuted while trying to "steal" power from neighbor

    CEBU, Philippines – A lesson for electricity pilferers.
    A 22-year-old man was electrocuted while he was connecting a substandard electrical wire from the circuit breaker of his neighbor's house in Barangay Banlot, Sibonga town.
    Police said the neck of the victim, Pablito Redilla, exploded due to a strong voltage of the electricity. He was already dead when found by his relatives.
    On the site investigation conducted by the elements of Sibonga Police Station revealed that Redilla tried to tap electricity from a circuit breaker of his neighbor by the use of an alleged substandard electrical wire towards his house.
    SPO4 Rolando Almonicar, day desk of Sibonga Police Station told The FREEMAN that Redilla might have forgot to turn off the circuit breaker before he connected a wire to it while he also stood in a wet ground.
    Almonicar added that the wire was entwined in Redilla's body because of his alleged shocked.
    "Instead of releasing the wire iya hinuong gigunitan og maayo ang wire tungod sa iyang kakuyaw, nibalibod nuon sa iyang lawas", Almonicar explained.
    On the other hand, the victim was thrown at a distance (no specific meters mention) and simultaneously his neck was exploded.


    According to Almonicar that sitio Katap, barangay Banlot was a mountainous barangay of Sibonga with a distance at about 10 kilometers from the town and [COLOR=blue ! important][COLOR=blue ! important]the [COLOR=blue ! important]street[/COLOR][/COLOR][/COLOR] was not in a good condition.
    Meanwhile, Almonicar said that the cadaver of the victim was placed in their house in sitio Katap.

    Crimes using loose guns alarm CV peace council

    CEBU, Philippines – Report on illegal firearms ending up in the hands of criminal elements in the region has alarmed authorities at the Regional Peace and Order Council (RPOC-7).
    The alarm springs from the regional police assessment that loose firearms in the region is a factor to the prevalence of violent crimes, especially when Cebu registers 2090 theft and 668 rob cases within the last two quarters alone.
    During the recent meeting held at the Bohol Tropics Resort in Tagbilaran City, Regional Police Intelligence Chief Melvin Ramon Buenafe, in a briefing to the council cited that although there were no high profile rob, kidnapping, terror attacks of media and VIP threats, the Cebu City cases involve loose firearms.
    This despite the fact that police has just capped its Operation Kontra Boga and Bilang Boga in the implementation of the national fire-arms control policy, added Buenafe.
    In the data he presented, Buenafe pointed to the erratic trends in illegal firearms in the region starting with the last two quarters in 2010.
    Regional police records also show that only 11,000 of the 49,000 firearms were accounted during the Oplan Bilang and Oplan Kontra Boga in the police's pre-election crime suppression operations.
    While the last three quarters showed a slight reduction in loose firearms, regional cops also noted a rise in confiscated firearms in the second quarter of this year.
    Records said that in the third and last quarter of 2009, police succeeded in recovering 495 and 424 fire arms respectively.


    The same down trending was noted in the first quarter of 2010 with 390 weapons accounted.
    The second quarter however (April-June) proved to be an anomaly with 473 firearms recovered by authorities.
    Concerned about how to curb the proliferation of firearms sourced out by criminal elements from backyard gun manufacturers in the region, Police Regional Office-7 director Lani O Nerez proposed more checkpoints, monitor and stop the operation of backyard manufacturers and conduct another inventory of firearms.
    The Central Visayas region is still enjoying a relatively peaceful situation with a 18.17 percent decline in crimes during the period.

    Woman sues cops for impounding her car

    CEBU, Philippines – A woman has filed a complaint against the elements of the Highway Patrol Group for allegedly impounding her vehicle without any legal basis.
    Gemma O. Lim, owner of a van that was impounded by the HPG-7 last July 21, filed a civil case for writ of "replevin."
    Replevin, also known as "claim and delivery," is a legal remedy for a person to recover goods unlawfully withheld from his or her possession, by means of a special form of legal process in which a court may require the accused to return specific goods to the complainant at the outset of the action.
    The case was raffled to Branch 12 under presiding Judge Estela Alma A. Singco.
    Lim, a resident of Cebu City, said in her complaint that on July 21, at 2:35 p.m., her driver Leony Loreto was apprehended on the ground that he was not wearing seatbelt.
    The apprehending officers were composed of the elements of the HPG-7 namely PO3 Marcelino Dacoylo, PO1 Michael Montilod and a certain PO2 Maceren.
    According to Lim, while Loreto was driving along M.J. Cuenco Avenue, he was flagged down by Maceren and was informed by the latter that he committed a crime.
    Loreto wondered what crime he committed but he managed to stop the engine of the vehicle and asked Maceren what was his violation.


    However, instead of explaining what his violation was, Maceren allegedly took Loreto's drivers license while Montilod approached Maceren and Loreto and told Maceren to impound the vehicle.
    Loreto was then told by Maceren to go to their office at the Camp Sotero Cabahug on Gorordo Avenue despite his plea to allow him first to call the owner of the vehicle. Maceren allegedly told him to just follow them to the police office and he will explain his violation.
    While at the police office, Loreto claimed he was asked to alight from the vehicle and later, two persons approached them and examined the vehicle by putting "something" under the front passenger seat.
    Thereafter Loreto called Lim, the owner of the vehicle, who later came to the police office. Lim allegedly made a several representation with the HPG-7 to recover the vehicle, arguing that it should not included if the driver committed the crime.
    "The vehicle was wrongfully brought by the police officers at their office without any legal basis and has not been for assessment of fine pursuant to law," Lim explained.
    Meanwhile, in her complaint, Lim prayed that the court grant her writ of replevin by ordering the accused to deliver her vehicle and if the vehicle's delivery may not be possible, the accused be ordered to pay her, the value of the vehicle amounting to P350, 000.

    CHAC wants more private representatives

    CEBU, Philippines – The Cultural and Historical Affairs Commission needs more private sector representatives to make it more active and more responsive to the present times.
    Members of CHAC, during their recent meeting, decided to increase from five to eight the present representatives from the private sector to widen their connection and strengthen the implementation of their programs and policies for the promotion of the city's rich culture and history.
    Councilor Alvin Dizon, who is a member of the commission, has already proposed the necessary amendment of the ordinance creating CHAC to accommodate more private sector representatives.
    After the ordinance shall have been amended CHAC members will immediately start choosing whom to invite from the private sector as additional representatives.
    Dizon presented last Friday for first reading his proposed amendment of City Ordinance No. 1098.
    The proposal was already referred to the committee on [COLOR=blue ! important][COLOR=blue ! important]laws[/COLOR][/COLOR] to determine its legal implications.
    In the proposed amendment, the commission will be chaired by the Vice Mayor with the chairman of the committee on tourism sitting as vice chairman.
    A representative of the committee on education shall sit a member along with eight private sector representatives, a consultant to be chosen by the commission and a secretary who shall be appointed by the mayor.


    Aside from increasing private participation, Dizon also proposed to change the commission's schedule of regular meeting from at least twice a month to every first Wednesday of the month only or as the need arises.
    CHAC is working on the lack of money available to fund five cultural celebrations that are all city sponsored for the rest of the year.
    Councilor Margarita Osmeña, designated chairman of CHAC revealed that the commission has only around P30,000 money left which will not be enough to fund the five activities.
    CHAC has to [COLOR=blue ! important][COLOR=blue ! important]sponsor[/COLOR][/COLOR] the National Heroes Week on the last week of this month, the birth anniversary of Don Sergio Osmeña Sr. on September 9, the Andres Bonifacio Day on November 30, the Pasko sa Sugbo on the whole month of December, the birth anniversary of Sergio Osmeña Jr., and the commemoration of the martyrdom of Jose Rizal on December 30.
    Councilor Jose Daluz III, who heads the committee on budget and finance, suggested to ask Mayor Michael Rama to tap the unused P5 million sports development fund.
    Daluz said that the mayor has to sign a letter of approval so the money can be transferred to CHAC.
