    Two lingam spas in Mandaue were closed down not because of prostitution but more of legal requirements.

    Ironically, one of them is Authentic Lingam Massage (ALM). I just found out that they opened a branch in Mandaue.

    Authorities in Mandaue City yesterday closed two spas offering lingam massage after they were found operating without sanitary permits.

    Mandaue City Mayor Jonas Cortes issued the temporary closure order for 789 Thai Lingam Spa in A.C. Cortes Avenue in barangay Cambaro owned by Ernesto Cabalan and the Authentic Lingam Massage owned by Bella Talingting in Business Park, A.S. Fortuna St. in barangay Bakilid.

    An inspection team found that the 789 Thai Lingam Spa had no sanitary permit, no health card and no renewed business permit for the third quarter while the Authentic Linggam Masssage had no sanitary permit and no health card.

    Both spas were given five days to comply with legal requirements and to renew their business permits which will end on July 20.

    The closures came after the Cebu Provincial Women’s Commission (CPWC) urged Mayor Cortes in a June 11 resolution to crack down on spas and massage parlors offering lingam massage, a practice they said exploits and demeans the dignity of women.

    The commission represented by Provincial Board Member Agnes Magpale asked for a fact-finding inquiry and action against 789 Lingam Spa in particular.

    The 789 Thai Lingam Spa was represented by Faith Villanueva who was hesitant to accept the closure order.

    The spa has 15 attendants who offer a whole body massage for P900 for one and a half hours.

    Another temporary closure order was received by Roxan Mauro, supervisor of Authentic Lingam Massage. She tried to explain that prostate massage could bring tremendous relief from physical, emotional and mental stress.

    Authentic Lingam Massage has nine masseuse who offer a one-hour whole body massage for men for P900 also.

    Lingam massage focuses on the male’s sexual organ and has become a growing trend in Metro Cebu in recent years.

    While it is originally touted as a therapy for men with prostate problems, the service has also gained a reputation for being a cover for offering sexual services of women.

    Magpale pointed out that women who work in these establishments are susceptible to abuse as some attendants allegedly have *** with their costumers.

    The 789 Thai Lingam Spa is one of 11 spas operating in Mandaue City.

    "We don’t offer that, maybe the others do. We offer a prostate massage but no sexual intercourse. The therapist is allowed to touch the client but the client is not allowed to touch the therapist," according to staff in 789 Thai Lingam Spa, who asked to remain unnamed.

    Both spas have business permits.

    City Administrator Atty. Briccio Boholst explained that as a policy, a temporary business permit can be issued if an establishment complies with the zoning ordinance but requirements have to followi wthin 45 days. The business permit can be revoked if owners fail to comply with the requirements.

    Mayor Cortes said he would like to convene an anti-indecency board and plans to invite Dr. Josef Bullecer of Cebu City to help Mandaue on this.

    He also assured that he would close the spa if there was strong basis.

    "This has to stop because it will bring no good in terms of tourism and it insults the rights of women. If needed, we can revoke the (business) permit. This (business) could be sugo sa kalisod sa panahon but not here in Mandaue," Cortes said.

    William Go, who owns 789 Lingam Massage Spa, said they are willing to cooperate in any investigation.

    “We have been investigated many times already. There was even one time an agent told my manager that they have already spent a lot for surveillance. My manager told him that if they caught us redhanded they should have our operations shut down right away,” said Go.

    Go said that he was not afraid of an investigation because he had set enough rules to keep their therapist from engaging in any “extra” service.

    “I have warned them enough. In fact we have a rule that if anybody gets caught giving extra service that will result in getting us shut down, aside from imprisonment, I will be willing to pay for them to remain in prison and they know that,” Go said.

    Go said all their therapists are trained by a licensed trainer from Thailand.

    Mayor Cortes told Cebu Daily News he didn’t favor lingam massage spas operating in the city.

    “Definitely I'm against it. I don't care about the medical benefits they are saying. I only see this as very demeaning to our women,” Cortes said.

    The mayor said his administration will be more strict in implementing regulations.

    Meanwhile, Cebu City Mayor Michael Rama said he will revive the City Anti-Indecency Board and see how they can address the problem.

    “We can do strategic planning for this with the participation of all stakeholders,” Rama said.

    He said he wanted the Cebu Investments and Promotions Center headed by Joel Mari Yu to join.

    “I would like CIPC to take part in this because this has already become an issue concerning tourism stakeholders which is now part of their job,” Rama said.

    In a press conference, Ricardo Cardinal Vidal yesterday said the proliferation of lingam spas in Mandaue and Cebu City offends the morality and discipline of Cebuanos.

    “ I am not in favor of it because it resorts to immoral things,” said Vidal in an interview.

    Vidal agreed with the move to revive the Cebu City Anti Decency- Board (CAIB), which disbanded in December after contracts of members and its chairman Dr. Rene Josef Bullecer were not renewed by then mayor Tomas Osmeña.

    Mayor Rama earlier said he wanted Dr. Lucille Mercado to head the new board.

    However, Vidal said City Hall should not rush its actions and must carefully evaluate other means to address lingam spas.

    At the Capitol, Gov. Gwendolyn Garcia, who heads the Provincial Women’s Commission, said she wants to put a stop to all lingam spas in Cebu province.

    “It desecrates the dignity of the Cebuana,” she said. “It’s clear that it leads to further acts which can now be labeled under prostitution already. Do we want Cebu to be identified as the lingam capital of the Philippines?” she asked.

    She commended the work of members in the commission.

    “As its chair, I will continue to support to stop all these forms of indecent lingam,” she said.

    Garcia commended Magpale and the rest of the CPWC for their campaign against lingam spas.

    She also commended Mayor Cortes for his quick action.

    “They (operators) are claiming that there is a therapeutic reason for this (lingam massage). Well then, the claim should be properly issued by a medical doctor, dili kanang doktor doctor,” Garcia said.

    “Let there be a full academic discussion on that.”

    “Come on, let us not be hypocrites here. Don’t tell me all men who go there have problems with their prostate glands?

    “Lets call a spade, a spade. They are doing that for the pure pleasure of it and of course for the funds,” said Garcia in a press conference.

    Cebu City's treasurer treats lingam massage as if it was illegal. She acts with absolutes despite her lack of justification on lingam massage itself.

    As for the mayor saying lingam massage is "degrading to the morality of Cebuanos", he should JUSTIFY it first before using executive power.

    I don't think the local authorities are knowledgeable enough on lingam massage and its related massages at all. They probably don't even know that such massages have existed for generations.

    What was reported in the news was true. Cebu City sent inspectors to several massage joints last night. Though details are sketchy, ALM in Mabolo passed. I think Chuva-Chuva also passed according to unconfirmed reports.
