As a matter of advise, since the old law PD 96 is not very specific on this new kinds of accessories, the guiding word is, "It must be something not destructive to other motorist such as excessive lighting, startling sounds and other accident causing gadgets". other ordinances were also released in line with this Law. IMHO, they themselves couldn't categorize which ones are allowed and which ones are not.
We, the ordinary motorists, are at the mercy of those conducting these checkpoints. It's purely subjective. What's loud noise to some maybe acceptable to others. . .
PD 96 only mentioned flashers/strobes and sirens. HIDs aren't strobes they just emit a steady-bright light. Since HIDs were introduced, do they have the data as to how many accidents were due to or related to HID use? It would have been better if they can categorize and create complete guidelines on what to go after so that we can base our modifications from those guidelines.
You know what, the LAW should have been fair and applies to all But, it's not what is happening now. How come they're going after the MCs only? What about those SUVs and Cars that has 4 HIDs(2-headlights and 2 foglamps) roaming around the well-lighted city streets?
Will we just sit this out while the rest of our fellow riders are trembling in fear of this 15k Fine? Or, is it time stand-up and do something about it?
