Take a look at our history. It started with the Spaniards. They instituted a system that fostered corruption w/ the objective of maintaining control over the islands. This lasted for 300 years. When Filipinos took over, ang mga Filipino rulers na pod ang nangorakot sa mga tawo. Diin mana nag start ang bribery? It was very widespread during the Spanish times. And the officials then were the spaniards/illustrados.

Though some would say its foolish to lay blame sa ubang mga tawo that is not my point. Im saying this so that we could better understand diin ni [corruption] gikan. Have we ever wondered why after all these years since the time Aguinaldo raised the flag that we do not have a sense of being a "nation yet"? The only time that the ENTIRE country was united was during the 86 Revolution and whenever Pacquiao fights. That is why PACMAN RULES WAHAHAHAHAHAHAH!!!!
