The question is too simple. The dynamics of power and politics need to be considered, and an overly simplistic question like this ignores it. The same families use trickery and deceit to stay in power for generations, so it can be said that the Philippines has not really had ample representation in its inner circle of power; it's mostly the same faces and culture over and over again. They keep the poor stupid, ignorant and uneducated so they can perpetuate their hold on power. When we have true democracy, with new faces and more widespread representation at the top, then we can finally judge whether or not our people deserve the leaders they get.
When most of our politicians are lawyers from families who have been in power for ages, then the Philippines is not ruled by Filipinos, but by a very small representation thereof. I want to see the day when we have more scientists, philosophers, bankers and businessmen running the country. Lawyers are only good for roasting in hell, not for running a country.
