Physical location does not mean it is logically closer on the internet. If Globe has a huge connection to the US or another major POP such as Hong Kong then the US then Singapore, how can people expect good latencies?
I am unsure if Globe's web servers are on the same uplink to the internet as their DSL customers are on, but a quick traceroute from 2 major Singapore servers (Singtel & Viewqwest) tells me flatout that Singtel has hops that go to Japan, the US, then the Philippines and Viewqwest goes through Hong Kong, Tokyo, before hopping back over the pond that is the Pacific Ocean.
The best solution? Have Globe and PLDT offer gaming servers for rent so people can raise money to have their very own gaming servers. I believe most games on Xbox Live (like sports games), DS, and PSP all are peer to peer, so the kind of latencies you get depends on the where the person you are playing with is living.
