“I want to follow the Constitution religiously,’’ Aquino said.
“I believe there are requirements if we could certify some bills as urgent like if there are calamities... I am sorry I don’t have the Constitution with me, but there are requirements.”
The freedom of information bill seeks to grant citizens and the media easy access to public documents.
The Senate ratified the bill and Aquino supported its ratification, but the House failed to ratify it.

I'm okay with him adhering the Constitution. Heck, that would be really good. The fact that he remembered that this section of the Constitution actually existed is commendable.1987 Constitution, Article 6, Section 26 (2)
No bill passed by either House shall become a law unless it has passed three readings on separate days, and printed copies thereof in its final form have been distributed to its Members three days before its passage, except when the President certifies to the necessity of its immediate enactment to meet a public calamity or emergency. Upon the last reading of a bill, no amendment thereto shall be allowed, and the vote thereon shall be taken immediately thereafter, and the yeas and nays entered in the Journal.

However, he could have just said that he supports the bill and urge the next Congress to approve it, without necessarily saying that it's an emergency. I guess we'll just have to wait and see for now.
