You should also understand the side of the province. If they are evicting the squatters, it means that they have plans for that property. So the request to buy the land instead is moot. Because it will interfere with their plans.

No if they don't have plans for that property, they will not evict the squatters.

I don't know what the province is planning though. If they are going to expand IT Park... maybe.
