bitaw, here's my take. Let the POLITICO's do the work.
The Senate and Congress still has to convene to canvass the Election Returns for the President and the Vice President. Only the Senate President and the House Speaker can Proclaim the winning President of the Republic. Noynoy is not yet proclaimed so he should wait till he is duly proclaimed as the President.

Chief Justice Puno will retire and step down as Chief Justice on his 70th Birthday long before Noynoy can be proclaimed President.

So right now here's my Question: Is it legal and constitutional to appoint the new Chief Justice under PGMA administration?
If the answer is NO, then har-har mo tanan. If it is YES, then pang hilum mo mga alaskador.

ayaw na mo layo sa istory kung naka sabot mo sa issue. and don't raise DELICADEZA issue kay dili na makaon sa politica. Hapa mo until PGMA finally steps down while karon naa pa siya sa posisiyon mo appoint ..... pak pak na lang mo.
