    Instead of criticizing President Gloria Macapagal-Arroyo, ‘potential president’ Senator Benigno "Ninoy" Aquino III should be thankful for the appointment of Associate Justice Renato Corona as the next Chief Justice, Senate President Juan Ponce Enrile said Thursday. He even urged Aquino to study the Constitution. During a weekly news forum at the Senate, Enrile said Aquino, who is most likely to replace Mrs. Arroyo, cannot appoint the next Chief Justice. “I respect the opinion of the potential president of the country, Noynoy, but I think he should instead be thankful that President Arroyo appointed a chief justice because if the sitting president hesitates to appoint a Chief Justice, Noynoy cannot appoint a Chief Justice if they will follow the logic that they have to pass through the JBC (Judicial and Bar Council)," he said. There will be no JBC when Aquino assumes the presidency on June 30 because of the absence of the Chief Justice, Enrile said. The JBC recommends the appointees to the Judiciary and the President selects from a list provided by the JBC. Outgoing Chief Justice Reynato Puno will retire on May 17 upon reaching the mandatory retirement age of 70. “That’s very clear in the Constitution, the Chief Justice is the ex-officio chairman of the JBC, if he is not there, the JBC cannot function," Enrile said. He said the same way the Commission on Appointments cannot function without a Senate President. “My God, these people must study the Constitution first before they open their mouths," Enrile said. In a statement issued Wednesday, Aquino said Mrs. Arroyo should have waited for the next administration to name the replacement of Puno and "recognize the new government's right to appoint the next chief justice." hey guys, i agree with noynoy's campaign against corruption ( marcoses and arroyo's) but i hope that is not all he is capable of doing. basin pareho ra pud na sya sa uban diha kung makadaog kay sige rag panggukod sa mga kontra... murag personalay na ba... redbaro, i voted for Gibo too. because his ideals are concrete. and you are correct, if he (noynoy) is true to his words then he is worthy to have won the presidency. i will still support the next government (noynoy's) but deep in my heart Gibo should have been the one.

    golens, sakto jud ka... dili na unta niya i-question ang pag appoint di ba? although i don't like pgma at all but i think she has no choice on that appointment... kay kung dili sya mo appoint ingnon nya sya na nagbiya ra syag katag because that position is vacant naman...unya karon iya gubutangan ug tawo para dili mapiang ang gobyerno questionon pa jud ni noynoy...what would you call that? di ba nanggukod na siya before pa siya na proclaim na daog. di ba?

    angel, i agree with you. maybe noynoy dili sya mangawat but he is also not the strong type to fight against it. sa iya campaign against corruption dapat sa senator pa siya iya nana nabuhat but hilom ra man siya...in short walay gibuhat. but anyway if he will be proclaimed as president it's ok with me...but he should exceed my expectations. and i hope the people that voted for him will not face regret in the future...i voted Gibo because he is not a "mudslinger" before, during and after the campaign... he even advised his supporters not to get tempted in doing so... even if he was pgma's "tossed up" candidate doesn't mean he is bad. and it does't mean those opposition candidates are better because they are in the opposition... GOD BLESS THE PHILIPPINES!

    OT:
    @Manta Rye
    @Golens

    No Offense.

    Chiongbian's was handling SARANGANI for DECADES, and look at it right now?
    I live in Gensan for years... and I can tell you this... Livelihood there SUCKS bigtime.

    Why not give Pacman a chance, he always defies the odds anyway.

    Pacquiao has plan to have a School/Hospital funded from a Pork Barrel, now how is that?
    People of Sarangani has been deprived of these for Decades.

    Considering Pacmans contacts and affiliates abroad, he can help without getting something in return.

    Being in Congress is not just creating Laws.

    go go noynoy, its one of your campaign promises to go after Arroyo
    ‘enormous powers’, eh?, executive and judiciary are separate branch if noy2x will influence the court with it's ‘enormous powers’ that is a clear and direct violation to the constitution... then he's no different from GMA in that case...

    i dont like this Utopian/Mud slingger president.... so IAMNOTFORNOY

    just like what happen to US they are very excited of having a first Black American President but after a couple of months nagmahay sila....

    Noy2x is no Obama... if he's really a good leader... focus on the problem not going after sa mga kontra a clear view of how immature he is... naay korte pasagdi ang korte mi gukod kang GMA... its not a presidents job...
