to kill or not to kill a dog

here is my situation: a family in the neighborhood was evicted recently so they dismantled their house and moved elsewhere. but, they left a pet dog, left in chains tied to a malunggay tree. i am tormented by its whining apparently in hunger and starvation kay gibiyaan na man sa tag iya. malooy ko sa doggie kay niwang na kaayo. i can not afford to adopt it kay i have already several dogs.

the whining is getting weak...should i just end its suffering?

moral legal issues...duna ko rights mag mercy killing sa dog?
