I've got one question though.. giving the land to farmers who've been tilling them for a long time is fine by me, but here's a trend that exist: most of the farmers just sell the land back to the hacienderos 'coz of the simple reason that they don't have the money to maintain it or raise crops, buy livestock and do productive endeavors on it. you still have to pay for the grains, fertilizers and other equipment to sustain the "farm" and that's the reality here. would it just be another vicious cycle?

THE GOVERNMENT is open to exploratory talks with Hacienda Luisita Inc. (HLI).
An official of the Department of Agrarian Reform said the government would welcome any options to be presented by the landowner as long as this was in accordance with the Comprehensive Agrarian Reform Law.
“If they negotiate with us according to the agrarian reform law, we’re willing to do exploratory talks on the possibility of them giving up the land, but not sparing it (from CARP coverage),” said Agrarian Reform Undersecretary Narciso Nieto Monday.
Nieto, however, said the DAR would not initiate any backdoor negotiations with HLI or any members of the Cojuangco family, owners of Hacienda Luisita, because this might put political color in the effort, former President Cory Aquino being a member of the family.
“We don’t want it to look like the President [Macapagal-Arroyo] is talking with them. We don’t want to be accused of putting political color to this,” said Nieto.
This only shows that the government is serious in its efforts to give to the Hacienda Luisita farmers the land they have been tilling. The fact that exploratory talks shall be initiated which concerns the plight of these farmers, I'd say that the government really wanted to serve the needs of these farmers.
The fact that there will be no backdoor negotiations with regard to this case serves it right as the government would not want to put political color to the call of the farmers to give them the land they deserve. I'd say political vendetta is very far from the idea. Maybe the opposition just wanted to project such since they wanted to negate the idea that once the farmers win, the people will bear an impression that this government is working for the benefit of the people.
They don't want to add this advantage to the present administration.
