" judge, jury and executioner" and relieve the police and the judicial and correctional offices of ther overloaded workload.? Allowing them the free time to enforce, prosecute, imprison the big criminals who are really at the root of so many problems.they can concentrate on more important crimes... like graft, corruption and all the new laws that they pass knowing that they cant be enforced, real with any degree of competence due to budget and or lack of prisons, or lack of time or interest.
