    THE VISION
    Cebu Shall Be the “Queen City of Southeast Asia” by 2025

    …Cebu City shall be one of the Top 3 cities in the ASEAN
    …A trade and commerce hub, primary tourist and leisure destination, and
    a premier educational, cultural and residential center
    …A model in good urban governance
    …And an exemplar in sustainable development


    THE MISSION

    “The City Government and all its stakeholders shall provide efficient and effective governance; offering unmatched public service in an atmosphere of sound fiscal management; balancing economic prosperity and the preservation of the patrimony, culture and heritage, and the spirit of the Sugbuanon – all for the benefit of the greatest number of its citizens.”


    STRATEGIC OBJECTIVES FOR THE CITY

    I. Economy
    1) Increase in individual income or income per capita, while encouraging informal businesses to get registered to allow gov’t to provide them assistance
    2) Increase in average annual income per household (especially among low-income groups)
    3) Increase total number of available jobs (for those lacking formal education, to be provided tech-vocational education, and employment assistance)
    4) Decrease rate of employable people who do not have jobs (through job matching via a jobs database and constant curriculum and training upgrades as relevant to the jobs market)

    II. Environment
    1) Increase number of days per year that city air quality meets ambient air standards as per Clean Air Act of 1999 (TSP values between 0 microgram per cubic meter (ug/cu m) to 80 ug/cu m is rated “good” while 81 ug/cu m to 230 ug/cu m is “fair”)
    2) Improve water quality of freshwater streams (measured in average Biological Oxygen Demand [BOD] and Dissolved Oxygen [DO]; classified into AA, A to D)
    3) Decrease annual water usage per capita (As of 1998 Metro Cebu’s water demand is estimated at 234,000 cu.m. per day, rapidly increasing to 375,000 cum. per day by year 2010)
    4) Decrease the pounds of solid waste land-filled per capita per year
    5) Increase or maintain the percentage of ecologically-sound forested areas (especially in the City’s mountain barangays)as a ratio to the total land area

    III. Family and Community Health
    1) Decrease the percentage of people with incomes at or below the national poverty level
    2) Reduce the pregnancy rate per 1,000 females ages 15-17
    3) Increase the percentage of healthy birth weight babies (those born at 5-8 lbs)
    4) Increase the percentage of three-year-olds who are adequately immunized
    5) Increase the percentage of people who have access to basic healthcare (the treatment and management of illnesses of the elderly, and the preservation of health through services offered by the medical, dental, alternative medicine, pharmaceutical, clinical sciences [like pre-natal diagnostics], and nursing care)
    6) Reduce the number of children abused or neglected per 1,000 children under 18
    7) Reduce the percentage of adults who use illicit drugs and abuse alcohol

    IV. Urban Vitality
    1) Create standards for the number of parks and open spaces per 5,000-10,000 residents
    2) Increase the percentage of homeowners and decrease the percentage of renters among those who both live and work in the City
    3) Increase the percentage of people who rate their neighborhood livability high
    4) Decrease the average commute time between fixed choke points within City limits
    5) Constant monitoring of population growth
    6) Increase the percentage of people who rate their streets acceptably clean
    7) Increase the annual per capita financial support of the arts from the City Government and the private sector

    V. Education
    1) Increase the percentage of persons 25-years-old and older who have obtained a high school diploma or higher, and increase the percentage of persons 25-years-old and older who have obtained a Bachelor's degree or higher
    2) Increase the percentage of students who meet or exceed standards in each subject area tested (like Math, Science, English, etc.)
    3) Increase the elementary and high school completion rate

    VI. Participatory Governance
    1) Monitoring of total taxation at the barangay level
    2) Monitoring of balanced spending for public infrastructure
    3) Increase the percentage of registered citizens who vote
    4) Increase the percentage of people who feel local government is doing a good job at providing services (through a Citizen Satisfaction Index)
    5) Increase the percentage of people over 18 who volunteer at least 50 hours of their time per year to civic, community, church, or non-profit activities (require all students above 18 to become members of non-curricular clubs and groups)
    6) Strict monitoring of balanced spending for local government services

    VII. Public Safety
    1) Increase the percentage of surfaces where there is little or no graffiti
    2) Increase the percentage of people who feel safe walking alone in their neighborhood (part of Citizen Satisfaction Index)
    3) Decrease the number of reported crimes per 1,000 population to lowest in Region 7 and one of the lowest nationwide
    4) Strict monitoring of the Number of Arrests per 1,000 population
    5) Decrease the firearm injury and fatality rates
    6) Increase the percentage of households able to adequately sustain themselves in an emergency situation through actual emergency drills and actual availability of emergency kits
    7) Monitoring of the number of inmates

    Guided by the CORE VALUES of:

    LOVE OF GOD – a city steeped in Godly principles and virtues

    SOCIAL JUSTICE – equality of opportunity and a fair share of the city’s fruits and blessings

    UNITY IN EFFORT – amidst diversity as a melting pot of race, culture, religion and political persuasion,
    a common agreement through concerted endeavor

    ORDER AND DISCIPLINE – to be organized and purpose-driven

    PIONEERING AND ENTREPRENEURIAL SPIRIT – the city shall be the province’s and the
    island’s main engine of holistic development

    CONCERN FOR THE LESS-FORTUNATE – where citizens who have less in life shall have
    more from the city
