For chuch, you can implement a sort of Martial Law (in fact, the government CAN strip Artice III, section v of our constitution if they really want to) to stop the practice of Catholicism (ie, no masses) while Barangay, you can't have a Martial Law on all barangays in Cebu City just because the crimes in Ermita, Pasil, Barrio Luz, Dulho, are extreme alarming even if all people living there are members of Magdalo group, NPA, Abu Sayyaf, and others.
