11 execs face suspension over Cebu lamppost deal

MANILA, Philippines - The Sandiganbayan should suspend 11 public works and local government officials over the allegedly spurious deal involving a lampposts project for the 12th Association of Southeast Asian Nations (ASEAN) Summit in Cebu City in January 2007, government prosecutors said Tuesday.

Section 13 of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act sets mandatory suspension of any incumbent public official charged under the said law, according to Prosecution Bureau IX acting director Ireneo Paldeng and assistant special prosecutors Anna Isabel Aurellano and Leoveminda Ambojia-Villanueva.

Former Mandaue City Mayor and current Cebu provincial board member Thadeo Ouano, city engineer Hidelisa Latonio, assistant city engineer Gregorio Omo have been charged for the alleged overpriced purchase and installation of the decorative lampposts

Department of Public Works and Highways-Region 7 engineers Luis Galang, Pureza Fernandez, Cresencio Bagolor, and Marilyn Ojeda; lawyers Agustinito Hermoso and Ayaon Manggis; administrative officer Restituto Diano; and fiscal controller Teresa Bernido have also been charged.

"The above-mentioned accused were already arraigned and the prosecution maintains that the information is valid. Thus, invoking the mandate of the law and jurisprudence, suspension of the foregoing accused pending litigation is mandatory," prosecutors told the Sandiganbayan.

An investigation made by the Office of the Ombudsman stated that the lamppost deal was overpriced by P4.31 million.
