and for how long can a brgy captain defend it's community with a BATUTA when insurgents attack?

the time difference on how long a brgy captain can stop the rebel is close to irrelevant, but to a rebel's mind an M16 rifle is more valuable than a batuta.

that is what you believe..but the CCPO and the mayor believes otherwise...but I still think that being prepared is better than being a lame duck in times of conflict.

yes being prepared is good, so when a bunch of rebels come to their barangay and ask for some revolutionary tax, what will he do? scare the rebels with his single M16.

and come election time... this M16 will come in handy to the brgy captains.

yu happend to see a bunch of NPA's half a kilometer away then you will surely consider an M16 A4 w/ Powerful Scope right on your shoulder instead of a semi-auto hand gun

too easy to say. but how come some PNP/AFP detachments were still overrun by rebels?
Now our brgy captain will become a sniper instead of dealing with the problems of the brgy.

ang gi ingon ra man is "specially ang mountain baranggay". Dapat maging specific si Mayor Tomas if exclusive taga bukid or specially lang. Kay specially lang gani means priority lang then the rest naa chance to have it.

TOMAS already mentioned that the proposal is only for the 31 mountain barangays of Cebu city..but only those who can pass the rigid training will be able to carry the firearms though.

the problem in the first place here is the scarcity of police/AFP to be mobilize in the countryside..that is why TOmas made a proposal to arm the kapitans in order to work out this problem..there is an availble supply of arms from SWAT so why not hand it over to the kapitans and make them responsible in protecting their constituency..but then again they have to undergo proper trainings in order to represent as police/peacekeeper in their area.

Putting your Kapitan at the front row of combat is utterly wrong. Most likely, he will die or get hurt. And besides, do you seriously think those kapitans would submit themselves to combat when insurgency is at sight? I dont think so. Mag una pa cguro na cla ug tago or dagan.Â* Â*

^^well when these kapitans heartily agrees to take the responsibility as peacekeepers of their brgys then they shud abide to it..else, the people should have not voted them for being a chicken

I sure hope so with my fingers crossed, but I still think its wrong an idea to allow Kapitans to meet with those guerillas/terorist head to head.
