arming Brgy CAPTAINS with M16 Riffle..necessary or not?

yes they have the mandate... but doesn't mean they have the mandate to carry arms. just like the president, senators, congressman, Governors and Mayor can carry high powered guns as easy as that.
As i've said what can a single person do to fight insurgency when sometimes a police detachment can be run down by NPAs how much more a single person... if the NPA will attack, that weapon of the brgy captain will just add up to the weapons and ammunitions of the NPA.
If that Brgy Captain wants to fight insurgency... better make good of what was mandated to do, to provide services to his constituents, coz a happy constituents will do all they can to protect a good brgy captain.

that's one of the reason why they will be subjected into rigid trainings and seminars, to be able to response in emergency situations with the proper use of firearms and be responsible enuf not to lose their weapon..like i've said this is just better than having no firearms at all, if they will be in a situation that requires them to engage in combat then an M16 riffle wud be very much effective than carrying a hand gun or a batota.

and what responsibility would he take? would he go to jail because a brgy captain have killed an innocent civilian? It is nice to hear... but i'll take it as just another speech from a politician.

he will be responsible to take some actions on the person who will abuse the weapon..and mind you, TOMAS is more on actions than talk.

FK seems to have a tactical point of view , it would have no difference if only the barangay captain will be armed with m-16 he will only be a magnet for target for the npa agaw armas attack better give him a revolver or a pistol to police his area...if its insugency better ask help from the police or afp to put a detachment in the area.

first of all, these M16s are left-overs from SWAT since they will be upgrading into a new tactical weapons..what's brilliant about the idea is that instead of throwing it away, it will be handed over to the brgy captains who are remotely away from the PNP/AFP.

building a detachment in every mountain barangays is not feasible for now due to scarcity in manpower..in fact the city's civilian-to-police ratio is currently at 1:800, which is far from the ideal 1:500 ratio...so instead of relying on the police/AFP for help, the brgy captains should be armed to provide first-hand protection for its constituency.

Arming the barangay captains with M16 rifles would cause them more harm than good. FK is right, they would become targets of those "agaw armas" guerillas. It would be better if Tomas would issue them concealed weapons like a caliber 45. I cant imagine our barangay captains carrying rifles anytime of the day.

If were talking about a single guerilla, your statement above may be true, but it would be very unlikely for those people to hunt their prey single handedly, they usually come in bunches.

Â*And he won't be alive long enuf before the PNP/AFP can help. Â*And before you know it, the M16 that you have given to the brgy will be in the hands of the person who don't want to possess it.

this may be true... and if there are heavy armed men in the jurisdiction of the brgy captain, its better to ask help from the PNP/AFP, which has more manpower and training.

arming brgy chiefs against insurgency? well, the question must be, is there an insurgency problem in the first place? if Tomas will arm brgy chiefs against vigilantes, then i would say, GO!

when Joe Navarro was the ABC President then, i remember brgy chiefs were issued 9 mm. if my memory is right, it has been recalled and was issued to city hall department heads instead on the arguement that it is not necessay. so whats the point of arming the brgy chiefs again? or is it plain politicking again, Tom?

again and again..this is better than no firearms at all..true that he/she may be outnumbered by these NPAs but it wud still be very handy to have a powerful M16 firearm than having a batota in such dire situation.

it only serve as a first-hand defense considering the help wud still be a few hours away.
