let us not blame the authorities for this. what happen to those kids is a sole reflection of how they are brought up by their parents. since they are minors, the parents must be liable to the actions of their daughters and sons.

although, these kids are cant be put into prison (criminal case) but they can be under a rehabiliation under the govt agency but the they will still be liable to the civil responsibilities (that is to be shouldered by the parents).
