It was mothballed by cory Aquino mainly because it was a Marcos project. At the time, it was safe to operate the plant because nuclear power plant design and operation must be looked into by the International Atomic Energy Agency.

The ones who were saying it was not safe were the environmentalists who were not engineers forgetting the fact that nuclear power plants are one of the safest and cleanest to operate because its standards are higher and internationalized and watched over by the IAEA - a UN-attached agency.

It could have provided 600 MW and since it was not operated, there was a period of long blackouts in Luzon - the reason why Ramos invited IPPs into the country to fast-track the construction of power plants. Some of these IPPs have not produced a single watt of power and yet the consumers of Luzon are paying them because of the sovereign guarantee for their investments.

Right now, we no longer have nuclear experts as the Philippine Nuclear Research Institute in Diliman has also been stopped by Cory Aquino. So, even if our government will find the political will to build a nuclear power plant, it would take a long time to train nuclear physicists and researchers who will man the plant.

No thanks to Noynoy's mother - ang iyang gisaligan sa iyang election.
