The Cebu Provincial Government is rushing the work on the P250-million convention center. It is targeted to be finished by November.
Yesterday, Capitol consultant on infrastructure Apollo Enriquez reported to the governor that WT Construction was able to complete “100 percent” the substructure of the CICC last April 28. It was supposed to be finished on May 23 yet.

Come December, Cebu-anos can expect Cebu City to be green and all abloom, with over P3.4 million appropriated for beautification projects.
The City Council approved last Wednesday another appropriation of P700,000 for the landscaping of the city’s parks and center islands in preparation for the Asean summit.
Center islands along two main thoroughfares and the city’s bridges will be landscaped once the funding is released to the Parks and Playgrounds Commission.
As long as the beautification projects are maintained, Acting Mayor Michael Rama does not see anything wrong with the appropriation of some P3.4 million.

Chief Supt. Eduardo Gador relinquished his post to Chief Supt. Silverio “Boying” Alarcio Jr. in a ceremony held yesterday afternoon.
A graduate of the Philippine Military Academy class 1976, Alarcio used to head the Police Special Action Force.
This native of Pangasinan also served as provincial director of Cavite.
Alarcio was among the policemen who were in Malaysia for the 2005 Asean Summit observing security preparations there.

‘Better, improved’ police service with Asean summit
The Asean summit that will take place in Cebu in six months is expected to bring about better and more efficient police service, said Police Regional Office (PRO) 7 Director Silverio Alarcio Jr.
“With this level of performance, everything after this will be easy. Magaga-wa na natin lahat,” he said in his first command conference with Cebu City Police Office (CCPO) officers yesterday.
The Asean summit will put the local police in the limelight and because of this, their performance must be world-class, Alarcio said.
In October and November, the police will start “experimenting” with the traffic plan so that the community will get used to it.

TOMAS SIGNS UP AS BATTALION COMMANDER of the 51st MARINE RESERVE Command.
He IS mayor of a premier city and honorary sultan to local Muslim communities. Now, he can also be called Lt. Col. Tomas Osmeña, after he was recruited as battalion commander of the 51st Marine Reserve Command.
The Cebu City mayor will not be seen in full battle gear often, though, as his new role will be more of a “godfather” than a commander, he said.
Osmeña was at the Marines Headquarters in Manila earlier this week for the turnover of command of the 51st Marine Battalion Reserve, a post that he said will allow him to help the reservists in training and logistics.
“I’m not saying I truly deserve to be a battalion commander but the law says that if I join the reservists, I’m entitled to a rank of lieutenant colonel. I can use my influence as mayor to help them or even tap them for some activities,” he told reporters last Thursday.
Osmeña said he plans to tap the 200 reservists under his command to help ensure peace and order in Cebu during the Association of Southeast Asian Nations (Asean) summit in December.

Special treatment awaits int'l media covering 12th Asean Summit
Cebu City (June 23) -- Boosting its image as a favorite tourist haven in the country, the Cebu City Government will make sure that the expected over 1,000 foreign media covering the 12th Asean Summit come December will be amply treated with the best of what Cebu has to offer in the areas of entertainment, delicacies, site tours and beaches.
In a presentation by the city local government unit in a recent coordination meeting of the 12th Asean Summit National Organizing Committee (NOC) and the Cebu Organizing Committee (COC), among the activities planned for the international press include optional tours to various resorts and city tour showcasing heritage sites and landmarks in Cebu City.
Among the places in Cebu City earmarked for the tour sites are the Capitol Provincial Building, Fuente Osme?a, Pari-an, Casa Gorordo, Sto. Ni?o, Magellan's Cross and Fort San Pedro.
Mall tours is also included so the foreign media can buy their 'pasalubongs.'
The city is also planning to write to the different establishments based in the city such as wine and coffee shops, high-end restobars, disco bars, health spas among others to give special discounts to the foreign media during their entire stay here, according to Nagiel Banacia, city hall public information officer.
Banacia said the media tours are optional because they understand that the main reason why they are in Cebu is to cover the summit.
Banacia further said that Mayor Tomas Osme?a believes that giving special treatment to foreign media will enhance our image more as a top international tourist destination in the Philippines as an impressive impression of Cebu can be given free advertisements abroad through their coverage.
The foreign press will be treated like part of the delegation, Banacia bared.
