it could be a diode problem.... it receives power from outlets but it can't power on the system, it would just give a click power.

Hmmm, your current there is unstable and always fluctuating?

The #1 Cause for problems in PSUs and MOBOs....

I suggest you get a "good" AVR... At least it can minimize the fluctuation of your current...

check first if your powersupply is working by shorting the green wire to the ground(any of the black wire). if its working, check the voltages in the 20 pin connector. red has should have 5v, yellow should have voltage at least 11.7v to have a stable output, orange wire should have 3.3v, white wire should have -12v or less. if your ps is not working when the green wire and the black wire is shorted, start checking in the rectifier(the bridge diode with ~, +, - marking or it is composed of 4 diodes connected in brigde) found after the transformer. if it is ok, check the filters(the big capacitors). if still ok, check the transistors(voltage divider and the voltage regulators) attached to the heat sink. if the transistors are ok, check the resistors and the diodes surrounding the transistors. those are the most common defects in powersupplies. if the out put voltages are not equal or below the expected voltage, then change the transistors. the transistors maybe ok when tested but their values may have changed

note: you should have knowledge in basic electronics and component testing. good appearance of the component does not mean it is functional.
