    This is a reaction with the lamppost controversy. I have no problem with most of the stories published in some newspapers and attacks aired over blocktime radio programs with the lamppost issue.

    But I find most objectionable the relentless tirades by paid media program on a daily basis as well as stories in newspapers that DPWH comes after the name of Former Mandaue City Mayor Thadeo "Teddy" Ouano that made to portray him as the brain of the lamppost scandal eventhough the main defendant of the case is the DPWH formerly lead by Mr. Robert Lala.

    It can be noted that in the issuance of the warrant of arrest or hold departure order that is a normal procedure involving graft cases, it is dexterously made it appear to have aggravated his case and again singling him out. No offense to Lapu-Lapu City Mayor Arturo Radaza that were never highlighted in the news.

    Observers conclude Teddy Ouano is being harassed over the lamppost case because it is a new charge from an old case that was already dismissed. Where is justice over the Ombudsman’s suspension of Teddy if and when the source being used for his suspension was withdrawn and dismissed?

    One need not to be an expert to discern that behind the case is politics especially that former Mayor Teddy Ouano is aspiring a provincial board seat in the sixth district of Cebu province.

    The contents of the news stories and commentaries may be factual and true but the way it was written and discussed is very misleading as if Teddy is the main defendant of the case.

    There are five Sandigan divisions handling the case of the lamppost controversy, two divisions handling Mayor Boy Radaza’s case, another two, handling Teddy’s case and all five handling the case against DPWH.

    Eversince the case reached the courts, I have known that the Ouano’s were always favor of an arraignment so that the case would be tried and clear Teddy’s name in a proper forum.

    Being a government employee for a quiet sometime, I believed in Teddy’s innocence over the lamppost scandal and that he was just made a scapegoat together with the other defendants.


    The streetlights and decorative lights are entirely DPWH project which mean entirely funded, bidded out, awarded and implemented under the supervision of the DPWH.

    Mandaue and Lapu-Lapu Cities was not all involved in the procurement phase, implementation phase, and the inspection and payment phase was entirely by the DPWH. The Commission on Audit (COA) region 7 report also cleared former Mayor Teddy Ouano in its findings over the lamppost controversy.

    With these I really feel there is no sense of fairness and Teddy is being singled out and made to look as the main defendant.

    The articles and commentaries betrays the battle cry “fairness” of every newspaper and radio program. How biased!

    The instigators behind these believe that incessant assault on Teddy will eventually weaken his posture for a provincial board seat in Cebu.

    They are just afraid of Teddy. He is the only one who can cause headache to any aspirant that will fight tooth and nail and will spend a lot of money. Teddy Ouano is STILL A FORCE TO RECKON WITH come 2010 elections.

    Most Mandauehanons today have realized they were deceived in the past by the paid media personalities and detractors who manufactured recycled lies and no amount of intrigues will influence them this time.

    I know we all want the axe to fall where it may be. But before we condemn the local governments of Mandaue and Lapu-Lapu for the lamppost scandal, please read the link below and see who are REALLY supposed to face plunder raps for the Asean summit controversy.
