Any performance diff. between the two choices is quite minimal. Let me break it down for you,
HD4650 has an advantage over dx10.1 support and consumes lesser power. Slows behind the 9500GT DDR3 on some games. The 9500GT is a bit faster given its the DDR3 version, supports cuda ( w/c is insignificant since card is to weak to have physics enabled on certain games but anyway I'm just stating the features ), and runs hotter and consumes more power ( but still below 75w so no need to upgrade your psu ). Feature wise, HD4650, performance wise 9500GT. Or how about a third option ts? A GT 220? The DDR2 version is still definitely faster than the two.
