depends on what you want.
Less pollution = Talisay
Close to work = Mandaue
More peaceful = Talisay
Much more progressive = Mandaue
personally, i don't think it's right to compare both of them. Talisay is a young city whereas Mandaue has been there way longer. the latter is between Lapu-lapu and the airport, and the capital, Cebu City. Talisay on the other hand, has been victim to so many TraPos for so long.

Mandaue is better has more infrastructure, feasible ang location, self sufficient, naa may Casili if you want clean or less crowded - 3 kilometers pa jud sa business centers. Daghan ug Malls sa Mandaue duol pa sa airport, pier ug dagat.
