If all your adsense ads are not showing on any of your sites then most likely you've done something that violated Adsense TOS. Placing adsense ads just below the title is not against adsense TOS. A sure violation is posting a screenshot of your adsense earnings that shows your "Page Impressions", "Clicks", "CTR, etc"...
