"mea culpa, maxima mea culpa" would not apply here.

it's what the government and it's institutions would want us to think nga "atong sala, atong dakong sala". to blame ourselves when in the first place sila unta dapat mag-una nga maka initiate ug policies for a better change.. but sad to say mostly sa mga officials sa gov't mao pud ang pinaka-corrupt. take the case of the Ampatuans in Maguindanao for example. Gigamit sa gov't ang mga ampatuan to have it's way and to achieve it's goal; pero karon kay na wrong move man ang mga Ampatuan nag-iyahay silag palayo sa mga ampatuan. even expelled them from the ruling party. Would you believe nga di aware ang national gov't nga naay private army ang mga Ampatuan? hell no! Just goes to show nga in politics there is no permanent frienship, only permanent ambitions. gamitay lang gud.

people have no jobs? because the government did not prioritize the creation of jobs. the government did not prioritize our right to have a quality education nga affordable sa tanan that's why daghan kaau underqualified nga workers karon. nursing graduates/nurses nga naa sa call center nagtrabaho. daghan kaayo ko kaila nurses/nursing grad nga wa nalipay nga call center sila nag work kay maoy madali.

governent spending on social services: health, education, etc pwerteng gamaya. gi prioritize ang spending sa military over social services. muingon ang government nga kay daghang rebelde mao daat dako ang budget sa military. wa naghuna2x dili na maoy sulbad sa problema sa insurgency ug secessionism kundi pagpalambo sa basic social services. provide solutions to the root cause of the rebellion/insurgency dili kay ang symptoms ang tambalan.

ang budget sa sci&tech pwerteng gamaya. daghang inventors sa pilipinas pero malewala ra ilang mga inventions kay way paki ang goberno unya pag mabaligya na ang patents sa foreign companies proud kaayo ang government kay pinoy ang inventor. to think nga mas ma proud pa unta ta kung ato mismo nga product di kay inventor ra ang ato. tsk tsk tsk.. naa sa pilipinas ang IRRI pero mag angkat tag bugas from other countries. ato mga scientist nag iyahay nag lupad na gawas sa pinas kay way supporta ang atong goberno sa ilaha.
dili problema ang budget kay naa man na pirme maski gamay ra.. ang problema kay sayop ang priorities nga gitan-aw sa goberno.

you guys can check online sa goverment prioritization vis-a-vis other foreign governments sa ila budget tan-awa kung unsay difference. you can figure it out yourselves.
