drag lang bro, or adto ka VIEW, TOOLBARS then select lang didto.

are you sure toolbar or taskbar? correct me if i'm wrong...

Be sure its not lock.. uncheck Lock on Task bar
Right Click on Task Bar > Uncheck Lock The Taskbar
Drag to which position you want your task bar...
Then Lock again your Taskbar aron di na mo-balhin2x..

better post this on the software para mas daghan ang mo answer nimo i think stealthghost has your answer.
unlock the taskbar pero most likely di na siya lock kay na balhin man nimo.
just click on the bar sa middle nya drag it anywhere sa screen maka adjust naka ana niya if mo dako ma click na nimo ang edge ana niya sa iyang length dili sa width na part after doing so right click sa taskbar then lock it.
