Visit stores selling photography gears. In some nook, there are poster ads for photography workshops or you could start asking there.

Read your manuals, basic photography books and attend formal tutorial workshops (in this order) - before going out for social photography such as photowalks, etc.

There are also must-see DVDs on photography. Order these abroad. You can't find these in pirated DVD corners in the city.
