next time you ask a question, put some logic into it. now which act of prayer are you referring to?
Prayer - Verb
1. Address a deity, a prophet, a saint or an object of worship; say a prayer
2. Call upon in supplication; Ask for or request earnestly
Atheist - noun
1. Someone who denies the existence of god
by definition, an atheist can pray (reference to 2nd definition of prayer). an atheist can pray that you stop singling him out because he doesn't believe in your god.
but probably in your context, it is illogical to assume that an atheist CAN pray to a deity/god, when in the first place he does not believe in one.
