You cant even answer my very simple question. Is it right that Arroyo property in Negros should be covered by CARP. I am asking you again. BASED ON LAW ON THE MATTER, can the Arroyo property be covered should it be found out that it is coverable under the program.

I hope you could give a mature answer.

^^what must be covered by CARP should be covered with accordance to the law..but i guess the Arroyo property in Negros is not within the jurisdiction of CARP hence nobody is giving a damn on it (except you).

Who said that it is not coverable? Like hacienda luisita, it covered under SDO scheme. Its agricultural. The farmers theur are clamoring for the said property to be covered.

If DAR is really fair, they should also start the coverage of that property in Negros.

before you start throwing such heavy words, take a look at your posts in totality. everything is Gloria... Gloria... Gloria...

take for example the uplifting of the death penalty. instead of seeing it as a PRO-LIFE government, you see it as PRO-CRIMINAL.

OT: why is it that most of the topics in the Politics and Current Events forums would somehow end up as the fault of the current administration of PGMA one way or the other? I don't know if I'm the only one who noticed it, but it seems to be the trend here.. maybe all of the posters are not smart enough to discuss each and every topic specifically on its merits and demerits etc etc.. or maybe somebody thinks he's a genius when it comes to linking and blaming the current administration with regards to the ills of our society currently.. there's a lot of things to discuss/debate based on the topic alone.. why resort to unrelated discussion.. just a thought

I TOTALLY AGREEE and without getting emotional then personal which leads to name-calling and bashing.

On the other hand, if one supports GMA's move and gives his own view, reason or opinion; it will almost AUTOMATICALLY make you a PGMA Loyalist.Â* I really don't get that!

I am not a PGMA Loyalist,Â* I just see the wisdom of her actions to be MORE SENSIBLE over the opposition.Â*

4,000 Luisita farmers to get land titles

Over 4,000 farmers are set to receive land titles from the Cojuangco-owned Hacienda Luisita next week following the cancellation of the 16-year-old stock distribution plan of the plantation, ABS-CBN News learned Thursday.

In a press conference, the Department of Agrarian Reform said portions of the 6,000 hectare agricultural estate of the family of former president Corazon Aquino will be awarded to qualified farmer-beneficiaries.

Agrarian Reform Secretary Nasser Pangandaman said the Presidential Agrarian Reform Council (PARC) denied the motion for reconsideration filed by Hacienda Luisita, Inc. (HLI).

He said an initial 1,000 hectares will be distributed to farmers. He said DAR and Land Bank are now finalizing the valuation of the property.

Last year PARC decided with finality to acquire the sugar estate and distribute it to farm workers. The decision was based on the findings of Task Force Luisita, the group formed to look into alleged violations of the stock distribution agreement.

The move comes more than a year after violent dispersals of striking Luisita workers left seven dead and scores injured.

Pangandaman denied the move to distribute the land was politically motivated. He added that HLI could still appeal the case before the Supreme Court.

Aquino's family is one of the six owners of Hacienda Luisita. The former president earlier called for the resignation of President Arroyo.

    'Timing is uncanny'

HLI legal counsel Vigor Mendoza said the management will petition the Supreme Court for a temporary restraining order on the land distribution after the DAR reneged on its word not to touch the land.

Mendoza said the agency itself manifested that the land would not be distributed pending resolution by the Supreme Court of a motion filed by HLI about two months ago.

He said DAR has yet to give HLI management a copy of the resolution and a list of the farmer-beneficiaries.

Mendoza also questioned the timing of the move. "The timing is so uncanny," he said when asked if he thought the move was politically motivated.

"What we are asking DAR is to respect inter-institution courtesy. It's premature to distribute the land because the mechanics have not been prepared. Who determines who gets the land along the road... or the productive and non-productive lands?" he asked.

Deedee Siytangco, a spokeswoman for Aquino, said the former president would rather not comment on the Luisita issue. She added that Aquino, though her family is part owner of the hacienda, was never active in its management.
Tsk, tsk, tsk,. The DAR Secretary to get media mileage has prematurely announced this development. This is plain publicirty stunt. People who dont know of the process will be misled. PARC is not the ultimate authority to declare that the property will be distributd to farmers.

Its the Supreme Court who has the final say on this issue. Where in the world, did Sec. Pangandaman based his claims. This is misleading.

Still, the decision of the PARC gives the farmers their right to the lands they have tilled. The fact that the decisions falls in favor of the farmers, it only shows that there is still equality and justice in the system. It is already a step up for the farmers who are fighting for their rights. If ever this will not be brought to the higher court, then the decision will be considered as final. If, however this will be brought to the Supreme Court, I believe that the Court would still uphold the right of the farmers over the lands they tilled. Aren't you happy that they will be given their own lands?
