They have been trying to do it for years. It doesn't work because "peace" works in favor of those in power.

Let's say you are a politician. Make that a rich politician. Let's call you Mr. Rich. Chances are, since you are wealthy, if you run for public office, say congress, you will have a greater chance of winning compared to the candidate called Mr. I-Come-From-the-Ranks-of-Peasant-Farmers, because you have more resources at your disposal to win an election. So election time came, and as expected, you come out the winner.

Now, ok, you are now Mr. Rich, a new law-maker in the legislative house. One day, a "left-leaning" radical congressman presents a speech in congress, "The farmers are asking for land reform--they say some lands must be given back to the peasants. Shall we pass this bill to do this?" Now, you (now also known as Mr. Congressman) thinks deeply--you actually OWN a lot of farmland, and if you allow this bill to be passed, you will lose your farms and lose your business interests. You then ally with other congressmen like you who are also rich, and also own lots of farmland...all of you decide you will EVERYTHING in your power to STOP this bill from getting passed...and guess what? It doesn't even get to first base...

And thus, the true reason why Mr. Rich wanted to be a congressman is revealed--he didn't want to improve the country after all, he simply wanted to make sure no bills are passed that could affect or make him lose his business interests in the country. And as long as there is PEACE in the land, his "job" at congress will go on unhindered.
