I know some people who love world class amusement but are too cheap to pay the entry fees. One of them admits that he's not willing to pay more P120 for the entry, and he's been working at a call center for years.

i support @lomotel's idea, sa BALILI na lang ibutang, pwede pa i-combine waterpark (daghan tubig) ug enchanted kingdom (enchanted kay mora man ug ghost ang BALILI property, mahanaw man!)

CEBU, Philippines - Cebu City Mayor Tomas Osmeña returns to work today to receive an offer from SM Prime Holdings for a portion of the South Road Properties (SRP).

The mayor said that SM has long been interested in buying 30 hectares at the SRP, which worth about P2.7 billion.

Osmeña admitted that the negotiation has taken almost three years before they reached an agreement.

The mayor said that SM will build the biggest convention center in the Philippines in the SRP that could overshadow the Cebu International Convention Center (CICC).

“Kanang CICC mahimo gyud na nga urban poor sa tukuron nga convention center sa SM kay dako man gyud,” Osmeña said.

Aside from that, the mayor revealed that SM will also construct a shopping mall with a 250 hectare-floor area, probably the biggest in Visayas and Mindanao.

Moreover, SM will build two high rise hotels in the SRP with a 200-room capacity.

The mayor said that the purchase will go through the normal and usual process, like the Swiss challenge, the approval of the City Council and so on.

Osmeña is very optimistic that the transaction will be finalized soon and the city will receive the 25 percent down payment this December worth P600 million.

The amount, Osmeña said, will be put in another supplemental budget for the implementation and completion of city initiated projects.

The mayor disclosed that he was assured by SM that the groundbreaking of the proposed shopping mall will be held immediately as soon as the deal will be sealed.

Osmeña bared the other plans of SM Prime Holdings in the SRP for the coming years like building a hospital and even putting up a university.

Meanwhile, the mayor wants SM to prioritize the shopping mall, convention center and the high rise hotels once the deal is done.

Aside from SM, Osmeña said that Bigfoot Entertainment, the first locator in the SRP is also interested in buying 4.6 hectares.

In February 2007, Bigfoot signed a 25-year lease agreement for a two-hectare area at the SRP, and built a multi-million-dollar movie production facility.

Furthermore, Osmeña cited a Korean group that is also interested to buy five hectares in the SRP for a major hotel and casino.

The mayor stressed that in the coming months, the city will be harvesting more fruits of their labor as he continues to negotiate with some investors.

Early this year, the city government inked a deal with Filinvest Land Inc., and signed a joint venture agreement for the development of 50.6 hectares in the SRP.

The deal includes the 10.6 hectares outright purchase amounting to P1.592 billion, but payable in three years after the first payment of P338 million last February.

The deal was, however, criticized by the provincial government, which challenged the unsolicited proposal of Filinvest but was declared ineligible to bid.

Capitol officials believe that the deal is disadvantageous to the city, and to prove their contention, they filed a criminal and administrative complaint against city officials.

Osmeña, in a previous interview, said that he is not bothered by the complaint and he will continue to negotiate with some interested investors. — Elly Bolonos/NLQ (THE FREEMAN)
