Why not change the people instead? This system of government is the same with the US and other democratic countries. Put people with the right attitude in high positions...

I'd like to see Cebu as a completely autonomous region governed not by politicians, but by a board of businessmen composed of the heads of companies (including international corporations) employing the largest permanent workforce. There should be no taxation (personal or corporate) and development and social welfare should be financed and controlled by the board. It is my dream to see Cebu become the next Hong Kong and I believe that the private sector is far more capable of initiating and sustaining progress than a bunch of self-serving individuals.

PERO kung federal system, dili pud ko mo agree nor change the system. Kung Pwede ipa_sub contract lang sa kining pinas mas maayo. Mga white people muna ang manungkulan in the excutive body for 6years lang muna...Wheither Britain or America. Problem is ug dili pud mosugot ang mga puti...Anyway, that is a great move mentras tanto just to DISMANTLE EVERYTHING including party system ug kanang mga kwartahan nga kusug kaayo manlupig sa mga kabos. POWERLESS naman sila so, dili kalihok kaayo ug limited ra. At least the LAW will be UPHOLD.
