FORMER Mandaue City mayor Thadeo Ouano and the other officials impleaded in the so-called lamppost scam are prohibited from leaving the Philippines upon orders of the Bureau of Immigration (BI).
It is an order that Ouano has not yet received but has already down-played, adding that this is routine for persons involved in cases before the Sandiganbayan and that he has no plans of leaving the country anyway...
...Named in the Hold Departure Order were Ouano, acting Mandaue City engineer Hidelisa Latonio, assistant city engineer Gregorio Omo, former Department of Public Works and Highways (DPWH) 7 chief Robert Lala, assistant directors Marlina Alvizo and Pureza Fernandez, department acting head Cresencio Bagolor and Atty. Agustinito Hermoso.
Likewise named were Luis Galang, Restituto Diano, Teresa Bernido, Ayaon Manggis, Marilyn Ojeda and contractor Isabelo Braza, chairman of the Fabmik Construction Equipment Supply Co., the lamppost supplier.
Those named were impleaded for their supposed hand in the preparation and approval of a contract that ultimately led to the purchase and installation of 89 allegedly overpriced lampposts along Mandaue City’s W.O. Seno, C.D. Seno, Plaridel and J. Briones streets for P19,980,000.
