Hahaha now now that sounds as if were being tyrannical about the rules. We are keeping the rules as open as possible. Take for example those who come in mascot type Cosplays or armour. Good enough that the venue this time is slightly air conditioned but i do believe from time to time that people would like to slip into something more comfortable and enjoy the convention. For those who would like to be IC all day by all means go for it

. After all I said "you need not be" and not "you absolutely must not be IC unless it's this time". It's a convention after all and not just for Cosplay. The rules posted are for the
competition and not Cosplaying on the event itself. What the time limit means is that they're being IC will be judged at that time.
On another note what makes Cosplay, Cosplay is too broad to answer. It's like asking an actor what's the best way to act. Ask him that and he'd give you a number of different methods to try out. The rules were meant to guide people and not restrict when in terms of Cosplaying. In fact most of the restrictions come only if it becomes a general hazard to the public and that's only for the competition, not Cosplay. The competition is open to everyone, novice and seasoned veteran alike. Relax the rules say nothing about not being IC, it only means that you dont have to be. Like i said earlier if you want to be by all means go for it

.
I get that it's your opinion and all but honestly i had to point out the fact that it made us seem really strict about the rules. Not all the people may share the same opinion about the activity that you, I, or anyone else on istorya have. There are casual Cosplayers who would like to enter the competition for fun. If they want to be IC all day yay for us it makes the convention interesting.
