they are blind if police military or civilians are the victims, but can see if communist ang criminals are affected..
The Phils has been forced to comply with demands from the outside world regarding human rights, this is a prerequisite for money loans and bi-lateral ties. I think this change is poorly perceived by the public who see it as meddling and making the work of the army, police etc more difficult or even that it is giving away power to criminals or rebels. This is not the case and rather than being afraid of this change people should really be thankful as the outside world is now repeatedly asking questions such as why are there so many dead journalists in the Philippines or why has that person been in jail for so long with no trial? Of course there are going to be transitional problems as new standards come into practice, but the end result is this....the law is the law and it must be applied equally to all citizens. Philippine law does not permit torture, Philippine law does not permit murder so why would people encourage authorities to break the laws that ultimately protect them as individuals? Surely the change we are seeing is in fact progress.
There is a lot of talk about atrocities committed by rebels against soldiers or non-aligned people and naturally this creates anger because we think hey these guys aren't playing by the rules, so why should we? Rebels are enemy combatants and can be legally killed in times of conflict. Rebels (particularly commanders) involved in human rights abuses are not immune from justice and killing of captured soldiers is murder. The international HRC is monitoring these people and even if there is a peace deal in the future or even if these people one day enter politics they still may be arrested and transported to The Hague to be tried for war crimes. In other places rebels have fled to neighboring countries to escape justice, but because there is international cooperation regarding war criminals several previous untouchables have found themselves imprisoned after facing their accusers in an international court.
A mother of a one-year-old child was robbed and killed by a 17-year-old boy, who allegedly was fuming mad over his mother’s berating and turning his ire on other people.
Charita Ferolino, 30, who worked as a supervisor at the wholesale department of a downtown mall failed to make it alive at the Cebu City Medical Center (CCMC) because of a stab wound in her right shoulder.
The boy, who carries the alias Clong-Clong and is Charita’s neighbor, was arrested by the pursuing team of tanods from Barangay Basak San Nicolas.
Carrying two bags of groceries for her family, Charita was walking in an alley in Sitio Ipil, Basak San Nicolas when Clong-Clong allegedly robbed her at around 10 p.m., Sunday.
Not contented with the P120 cash he had taken from Charita’s black coin purse, Clong-Clong stabbed Charita with a knife that was at least seven inches long.

Actually maong one-sided ra ning CHR kay ang ilang scope covers only acts of the law enforcement.
Kung tan.awon jud nimo sa ila human rights advisories you can see
1. Code of Conduct for Law Enforcement Officials
2. Basic Principles on the Use of Force and Firearms by Law Enforcement Officials
bisan ug ukayon nato tanan dokumento sa CHR wla jud gaingon nga
Basic Principles on the Use of Force and Firearms by Criminal
When there is an incident the police deals with the criminals.
And the CHR deals with the police.
Katong naa pa ako papa sa military ana cya nga ang rebelde makadakop sa sundalo kay patyon.
Pero kung ang military makadakop ug rebelde kay prisohon lang, nya amnesty dayon.
commission on human rights or criminal rights
criminals are humans too... wakekeke
