What I'm certain of is that Cebuanos will play TEKKEN 6:BR! Just in time with the console release at the end of October, and a PSP version first week of November, and with the arcade machines hammered for half a year, this could be the game Cebuanos would be most prepared to play at a tournament level in time for Otakufest. I will do my best to organize a great scene.
I'm on the fence on Street Fighter IV. Does Cebu have enough interest to make a Street Fighter IV tournament scene? I wouldn't have to ask this if Cebu actually got a Street Fighter IV arcade cabinet...
So far I only have my cousin's one PS2 and one PS3 to run this planned tournament. If anyone can suggest establishments that can bring over their consoles to the venue (UP Cebu) please let me know by PM.
There will be limited fee play on select titles, and if they bring enough interest the title might be played for a tournament in the next year (long time I know), or spawn more tournaments (always good):

Blazblue: Calamity Trigger (new game from Arksystem Works, creators of Guilty Gear)
Soul Calibur IV (latest in the Soul Calibur series)
Melty Blood: Actress Again (latest in the Melty Blood series, based on Tsukihime series)
Naruto Shippuden: Narutimate Accel 2 (latest in the Narutimate series)
Battle Stadium: D.O.N. (crossover fighter with characters from Dragonball, One Piece, and Naruto)
ive been to a couple of tournments back home and most of them were at the arcades. i went to a couple of MVC2 tourneys and it was amazing watching play. btw justin wong is amazing..he completely destroyed me and any else who challeneged him :P
even after it (MVC2) came out on dreamcast, ps2 and xbox, there was still a big tournement scene. not sure about it now though.
so i think it would be ok to put SF4 on the list without having an arcade unit because the people who will probably particapte are the people who probably have it at home already.
anyway usually with console tournements, then the particants had to bring their own contoller/arcade stick. which could be a problem because some individuals have either an xbox or a ps3
if this were to ever go down i could bring an xbox 360. btw the venue doesnt have to be too big. we had a tournment with 1 arcade unit.
