my two cents.
my big tat was done in 2003 pa in manila (and another one even older) so i don't know how things are now.
my artists were both members of Philtag (philippine tattoo artists' guild). as far as i know, they adhere to standards and educate members regarding hygiene, equipment, etc. i was kampante knowing my needles were new and disposed of after, that the inks used were used on me only, etc.
but whether the artist is a member of any association or not, i would check and double their styles and abilities, equipment, etc. so that i'd be comfortable. getting a tattoo requires a sense of trust. i met with and discussed my tattoo designs at least twice before ink and needle were applied to my skin.
and also, its like buying a piece of art. you have to like the artist and his work, and you pay what you are willing to pay.
