this logic and reasoning is way off target. i can't even believe you said this.

first of all, i am not a commissioner or someone who works at Capitol. i don't even know about that cash gift thingy. if they have no legal basis, then by all means knanglan mauli nang kwartaha.

if im not mistaken, the CICC was built for the main reason of us being awarded to host the ASEAN Summit. Pres. Gloria preferred it to be held here because of the significance of Cebu as a major contributor to our economy. I even think the location where CICC now stands is symbolic for Mandaue City as well. Even Mayor Cortes can well agree w/ me on that.

para nako, naa gyuy gamit ang CICC ug dili pang lipat2x lang. Even ang Embassy (popular restobar) in Manila that many young people longed to be there can be materialized here na.

again, I have no issue if people criticize CICC for its construction cost or quality. but if talking about purpose, that's another matter.

no, did2 cla ni balhin sa CDN/Inquirer ky mas dako nga sweldo ang gi offer sa Inquirer. coz if not, how can they even pirate if the pay is still the same or less? Inquirer is a big national paper while Sun.Star is only local. Inquirer can afford higher salary rates using Manila rates while Sun.Star Cebu cannot. sumala gud, u don't wonder why people are transferring from one callcenter to another? it is because of our freedom to compete.

I have a relative who also transferred from Sun.Star to CDN and also said the same thing. it is all about greener pastures, increasing financial needs, that we all dream to have. remember that before CDN, walay lain nga arang2x mo hatag ug salary nga newspaper sa Cebu other than Sun.Star.

and even if that "pirating" leaves a bad taste in the mouth for Sun.Star, they opt to go humble and not say anything against those pirated people or even Inquirer.

let me also disprove your thinking that they transferred coz they didn't have freedom to express. in fact, their writing works are just the same before in SS as to now they're in CDN. their writing styles remain unchanged. or if ni-improve man gani, it is because mgka dugay nka as writer, mgka improve gyud ka, of course.

btw, I read both CDN and Sun.Star. even Freeman sometimes.

well, your sarcastic opinion should be respected. yes, ang CICC natukod after the 2004 elections which made Gloria won a margin of over a million votes over FPJ. people may consider the CICC as owing to the Cebuano votes. well, there are more valid reasons than that.

When President Gloria decided that Cebu was to be the venue for the 12th ASEAN Summit, Cebu responded to this compliment by seizing the opportunity of a CICC.

Not only did the Cebu Province dreamt of this but also mostly from Cebu businesses as well.

the question was never whether it should be built, but rather if it could be finished on time.

In late 2005, PGMA decided that the province would host the 12th ASEAN Summit and 2nd East Asia Summit in Dec 2006, which was later on moved to January 12-15, 2007 due to Typhoon Utor. The Phils was supposed to host the twin summits on Dec 2007 yet but Myanmar, the original host for 2006, backed out. Since the province lacked a stand alone convention centre with complete facilities for a large and prestigious international gathering like the ASEAN Summit.

    Historical Location

The City of Mandaue is a 1st class city in the province of Cebu, Phils. It is known as the "Emerging Convention City in Asia." The city is one of two highly urbanized cities in the province of Cebu , and form the core of the Metropolitan Cebu area.

Where the Cebu Convention Center is built is a very important historical landmark of Mandaue City. Where this convention center sits is witness to Mandaue's involvement in trade and international relations even before its discovery by western explorers.

i even want to think that those cash gifts thingy did not make it to the headlines...do u even know that Sun.Star columnists also criticize the CICC and the Balili issue? that itself disproves your twisted theory. pastilan. pls be fair to these journalists pud oi. irresponsible statement, you have.

and kabalo pud ko oi sa accomplishments ni Lito O. i never said I didn't. maybe forgotten some details lng cguro tungod na sa kadugay...

WALAAAAAAAAAAAAAA! boooggggg nuon naa! CICC boogggggg, baliligate boogggggg pud ai o ang SALN diay maoy ning BOOM ninyong mga gar-nan-cia incorporated. korek? korek! boom pud ang photo album. pastilan.
im not worried on your opinion but I am worried on your facts.

CEBOOM refers to the boom of Cebu's economy in early part of the 90's. (what i mean cooked up is the catchy term "Ceboom" that Lito O cooked up. he was the one who thought of it first)

Super Typhoon Mike (PAGASA name: Ruping) crossed Cebu on Nov 13, 1990, destroying many houses in Cordova, sinking ships in the harbor, and leaving the metropolitan area without electricity and potable water. It took about a month to restore electricity.

Cebu leaders requested Manila for assistance but because the typhoon also paralyzed vital structures in the capital, the requested was turned down.

After the typhoon Cebu's infrastructure was updated. Two major mall chains in the country, ShoeMart (SM) and Ayala, opened outlets in the city. Road widenings and construction projects mushroomed in the city. Traffic at the old Mactan-Mandaue Bridge (itself an engineering feat at that time) started to have bottlenecks.

CEBOOM was instrumental in Emilio Mario Osmeņa's confidence to bid for the 1992 Philippine presidential elections. It also strengthened the concept of the Republic of Cebu.

    source: wiki

and i didn't say Lito O walay dagkong accomplishment. i am saying that Cebu was not really that progressive during his time.

    MEPZ:
here's even a quote from @minuano27 from another thread: "for a bit of history, in the mid-1970's Marcos ordered the creation of "Export Processing Zones" throughout the country - in Mactan, in Bataan, even in Baguio. MEPZA, as in "Mactan Export Processing Zone Authority", was opened in 1979 along the road going to the airport; this is what is now known as MEPZ-I. i should know - i have a pending case where one of the factual issues is when a parcel of land was transferred from the Mactan Airport for use by MEPZA, now PEZA.

PEZA came along in the 1990s, as it was created to take control over all the export processing zones. this can be attributed to Lito O, since he was FVR's economic czar during that time. it was also in the 1990s that MEPZ-II was created. that, again, can be attributed to Lito O. "

so u see, not all about MEPZ is attributable to Lito O. there were already locators way before Lito O was even elected governor.

also, one can say that Gwen or her father nagtongtong sa accomplishments ni Lito O. but we can also say that Lito O nagtongtong pud sa accomplishment ni former Guv Gullas...

do u even know that as a Ramos adviser, Lito O was believed to have used his position to advance his business interests?

    anyways, OT nata ani.
