dili sa Province ang VSMCC. but the City could've made CCMC at par or even exceed VSMCC's performance. if people complain about bad service from district hospitals, same thing if people complain about bad service from CCMC. walay mapili sa duha. so meaning, u cannot just criticize Gwen w/o criticizing Tomas about that. coz if u only criticize Gwen about hospitals, then that is called "bias".

yes, Lito O have made his accomplishments during his time, but we cannot also deny the accomplishments Gwen made during her time.

well, don't get me wrong here. I admit that I was a Lito O fan (i even voted for him as President), but Cebu was not really that successful during his term. it's just that he also cooked up this "Ceboom" thing so as to lift up our spirits especially after we are recovering from the devastating effects of the supertyphoon Ruping (or was it Nitang). but critics during his time kept asking, where is the boom?

we had frequent brownouts during those times. we had bad bus line and taxi services. we had bad telecom service. it will take you like forever to get a phoneline. and to travel by plane is deemed to be for the rich during those times. not to mention palagi ma delayed, if not cancelled. roads to the south or the north is not really wide and comfortable as to now.

Continuity is also a good factor here, where an incumbent is continuing projects started from the previous admin even though if they are from opposition. you cannot also call it "pisik" coz there were significant changes during the start of Gwen's term up to the present.
