i think you got the logic false there. you wrongly assumed that City residents go out and look for some place coz provincianos are competing w/ them.
you also further wrongly assumed that the Province failed to give enough jobs to their constituents. The Province's job is not to provide jobs to the people. Capitol is not a job placement agency. It only provides opportunities for everybody. What will provide jobs is investments from business entities pouring their capital into Provinces, resulting to more economic activity and jobs. in fact, it has been going on already.
why do you think some of our towns almost got to the status of cityhood? that's because these towns experience growth!
you also failed to consider that jobs are not the only determinant of growth. in case u didn't know, many of our towns and municipalities have already been classified from a 4th class municipality to 3rd, 2nd, and 1st class municipalities...
and whether the province provides more opportunities, still people are gonna flock to the cities. again, it's not just because of jobs, but because of a lot of other factors.
bsan asa ka sa kalibutan, an urbanized city attracts people from different places like a magnet. in Cebu City, not only people coming from Cebu Provinces comes to Cebu. some even come from Manila! some come from even as far as Mindanao! heck, some even as far as from South Korea!!!
let's remember that SRP money didn't come from taxpayer's money. It came from a big loan from Japan. nya to pay that loan, taxpayer's money has to pay for it. heck, perhaps our grandchildren's children may still be paying for it!
well, the Province can also do it (loan) u know, but just didn't.

I don't even think that was "jokingly". it was an insult. u see, things like these you can't just explain in 2 sentences. You have to give exact details down to the nitty gritty stuff why it happened. otherwise, that's malice intended.
well, accdg to records, it was not overpriced. Nobody has confirmed w/ valid evidence that it was overpriced. It was only "perceived" to be overpriced, to some.
CICC is not intended so that all of us can visit there for fun. It is something intended for serious matters and not only for fun. if you came to notice the name, it is "Cebu International Convention Center". the name itself is self-explanatory.
well, what you knew is not complete. remember he publicly said that all patients coming from Cebu province will be denied hospital service (at CCMC) and instead be transported in a mulitcab and delivered to Capitol? where's the point in that? that's even a reckless and irresponsible statement. it is even discriminatory.
an arrogant and pala away nga mayor cannot justify him being a good mayor.
now back to the topic, the issue raised again by Tomas sa CICC is beating again a dead horse. It is still part of the verbal tussle between him and Gwen. if i'm not mistaken, he is gunning for Congressman in 2010. I believe it is still part of his spin and political posturing come 2010.

CICC was not constructed to mainly make an income. It was made mainly to provide a "multiplier effect" and to provide diplomatic and international opportunities. the name itself is even self-explanatory.
they did. did u happen to read the governor's SOPA? or perhaps her accomplishment reports?
providing livelihood is one thing. constructing the CICC is another thing. in fact, the CICC is one of the infra projects. and it's not even under the provincial level. It's under the national level.
and regarding sa Balili lots, the reason to buy them is justifiable: an international port and economic zone for their constituents.
it's just that in the buying process they screwed up...big time.

i mean, cmon, i was even appalled by the fact that Capitol even had the guts to enter into the bidding process for the SRP lots when in fact, they completely do not have the necesseary qualifications and experience to accomplish a project of that magnitude.
and dont even bother telling me na they had every right to do so and that we are in a democratic country blah blah...coz for me, their intentions was as clear as day. in my eyes, they just made themselves a laughing stock.
kay if only walay sagabal dha in getting those lots titled and sold, the city wouldnt even need to use taxpayers' money to pay the debt. the sale of the lot would have been more than enough to pay for the loan..plus, it would have created a multiplier effect that only gwen could have dreamed of for the CICC!
Cebu INTERNATIONAL Convention Center? oh please! for that quality..or to be precise, lack thereof, it is utterly far from reaching international standards. i just hope you are not too blind to see the substadard quality of the workmanship of the CICC. or much worse, you are already satisfied with its workmanship..and is truly proud to call that...umm...abomination of architecture..and cebu international convention center.
