and which Garcia are you talking about nga nag tilap sa lubot sa Osmena? c Alvin? well, he is just one of the Garcias and does not represent the whole Garcia clan u know. it is not justifiable to say one action of one represents the whole na. and btw, I can't see any news or rumor nga naghinawod c Alvin karong panahona...
so what if 500M nya nahimog 800M? was it not justified? yes, tungod pud na ni Gloria ngano gi held ang ASEAN diri sa Cebu but you cannot discount Gwen's lobbying effort too and being a close friend of Gloria.
if ang Cebu nahabutang sa 4th in the list, naa gyud credit ana ang atong mga cities, LGU's, including Cebu Province. denying that is to deny the facts.

whoever endorsed him to be the DOTC sec during the time of Ramos is irrelevant. what is relevant is what he did during his term as DOTC sec from 1992-1996. and these years marked a significant growth in term of investments, facilities and technology.
if i'm not mistaken, Sonny was very instrumental in breaking down monopolies of big businesses. He broke down the monopoly of PAL in the airline industry, PLDT in the telecom industry. heck, you should even thank him for the cheap cellphone you are holding now. u should also be thankful of the better taxi service u r riding now.
Under Garcia, new entrants were allowed in the landline and cellular phone services, dilapidated taxi cabs were also phased out in favor of brand new and late model units.

and how far have you been reading the news? Winston made a complete turnaround from an almost bankrupt GSIS to one of the most financially successful gov't corp.! The reason is plain and simple: he is good in financial management.
but of course, I am not denying that during his term, there are problems w/ claims and benefits of members due to their computerization.
and about the Meralco case, mas mo dapig pa diay ka sa mga power-hungry Lopezes kaysa mga members sa GSIS? if i'm not mistaken, Winston was only acting to represent the rights and welfare of the GSIS-members as them part owners of Meralco.
