Gwen Garcia - voted to Cebu governor twice! and the first lady governor of Cebu.
Winston Garcia - GSIS President (turned GSIS from almost bankrupt to one of the financially successful Gov't corp, but of course w/ downsides)

so just looking at those list makes no wonder that they sometimes (if not always) are a source of envy...

so what if halos tanan naa sa pwesto? they were voted into office. they were Presidential appointees. if you have a beef w/ that why not ask the voters why they voted for them? why not ask Gloria why she appointed them?
