VICENTE SOTTO MEMORIAL MEDICAL CENTER (VSMMC) is a General; Tertiary Medical Center; Teaching / Training Medical Facility owned by the Philippine Government. It aims to provide health care services that are available, affordable, accessible, and acceptable to all regardless of social status.
Its operation started as early as 1911 as Hospital Del Sur and was formally established on April 11, 1913. It was through Republic Act 2725 that granted its legal status on January 12, 1913. The name was then changed to Southern Islands Hospital. With only 30 beds at its inception, it then became 350 beds when it was upgraded to a Medical Center in 1984.
This institution has continued to grow, develop, and improve its services responsive to the changing need of the community. After 84 years of operation, Republic Act 7528 was approved on May 21, 1992, legalizing the change of its name to Vicente Sotto Memorial Medical Center. Shortly after this, another law was approved increasing the bed capacity to 400 (R. A. 7588 dated June 1, 1992).
Its been a dream of this institution to expand and improve its services offered to conform with the standards of these days and to cope with the increasing number of people sought for care. This dream is not far from reality when the copy of Republic Act 8658 was received authorizing the operation of 800 beds last June 22, 1998.

A Center for excellence in service, training , and research with collaborating capabilities under a corporate structure that integrate preventive, promotive and tertiary health care services.
Mission
As a government -owned corporate collaborating Center, VSMMC commits to:
Provide efficient, effective, expedient, and ethical health services to patients of the Visayas Region regardless of religion, race, political affiliation, gender and social status through state of the art technologies and competent staff;
Serve as a training center for medical, allied medical and related hospital support services;
Conduct applicable, relevant, and significant research to improve health care delivery system;
Develop a sustainable and self-reliant environment for fiscal autonomy.
Service
The institutional ten steps for the Hospital as Center for Wellness Program (HCWP) and Quality Assurance Program (QAP) shall be strenghthened and maintained.
VSMMC shall have reduced its: Occupancy rate from 131.46% to 110% Patient's lenght of stay from 5.79 to 5.5 days Mortality rate from 4.37 % to 4% Complication rate to acceptable level of 2% Increase autopsy rate from 3% to 5% Minimize public and media complaints
Improved cleanliness and beautified hospital premises from 70% - 80% through: Maintained implementation of hospital waste management. Cultivation of a vegetable or herbal garden by hospital employees. Improvement of all hospital plumbing services and sewerage system.
Maintain regular weekly conduct of a hospital wide health education activities for patients and watchers.
Maintain the six (6) lay support patient volunteer groups.
Forged and fully functional linkages with other GO's and NGO's
Establish a fully functional Integrated Hospital Operations and Management Program (IHOMP).
Establish identified collaborating centers.
Training
Setting up of a Training Center with well equipped library. All Hospital employees and student shall have attended a hospital-based orientation on HCWP and QAP, values clarification and work ethics. Seventy percent (70%) of all health care providers shall have attended a seminar of Preventive, promotive and tertiary health care programs. Twenty percent (20%) of Hospital personnel shal have been provided opportunities to attend staff development programs. Eighty percent (80%) of all graduates of residency training program product shall have been certified as diplomats of thier specialty society. All trainers and services providers shall have upgraded and updated thier professional capabilities. Facilities for training and affiliation shall have met Accreditation Standards. All Hospital employees shall be oriented to corporate practice. To work for the amendment of RA 7528 reverting the name of VSMMC to Southern Island MEdical Center.
Research
All resident physicians shall have conducted and written a scientific paper. Eighty percent (80%) of all scientific papers shall be presented or published in a scientific forum. A written scientific paper shall be a requirement for renewal for Medical Officer III position and may be an added requirement for promotion in nursing and support divisions. The research facilities of the hospitalfor experimental research shall be established. Trainers capabilities in research methodologies shall be upgraded from 10% to 210%.
Fiscal Autonomy
Strengthen social services and collection system of VSMMC. Orientation of Hospital personnel to corporate practices. Implementation of corporate practices.
