Get your equipment ready(heater and chiller as I noticed isnt really necessary in the Phils. weather cuz I was able to have successful marine aquariums for years before)...
Live rocks - meaning leave the rocks/gravels there with the salt water for 2 weeks - a month without the fish yet.
As of water, best buy those salt you mix with freshwater(not tap), but if you can get a good source of salt water in the sea, its ok, just risky.
u need a protein skimmer.. a sump.. and lots and lots of live rocks..
saltwater tanks are very costly and high maintenance.. especially if it's a reef aquarium..
better start with a fish only tank (FO) or fish only with live rock(FOWLR)..

u can by marine mix(salt) mga around 160+/kilo you can make 7.5 gallons anah.. make sure naa ka hydrometer para check kung sakto na sa giparaton imo water.. tag 100+ rana sa whitegold.
kung nahan ka barato.. kuha nalang sa dagat kanang limpyo sad ha.. like didto sa opon.. k rah..
you need to have the following:
protein skimmer
live rocks - the more the better
ako setup kay sumpless man pero change lang ko 10% sa water every 1-2weeks.
 
			
			
hmm.. are special lights (like actinium, etc) necessary?it may be needed since marine aquariums are kept indoors.
yolskai - after the set-up, you can test the water viability by putting blue damsels as the first inhabitants.

 
			
			
sir yolskai, you can ask specific questions to master swordfishh, he owns Riverfront Aquarium, maybe he can give you tips also.
personally, i don't have experience with marine tank, as much as i wanted to, my budget is already taken up with planted tank. hehehe personally, IMHO, nindot pud ang planted aquarium.
i love the Reef Tanks, daghan kaayo colors, bright colors. pero gasto kaayo if you are on a tight budget just like what sir edgeowns said. FOWLR siguro nindot for tight budget..
