They came in droves, and with their gimmicks! 231 party-list groups registered at the Commission on Elections main office in Intramuros Monday, the last day of application to participate in the 2010 party-list system of election. 46 political parties were also able to beat the deadline. If Comelec Chairman Jose Melo had his way however, he said he would limit the number of registered party-list groups to only 70 or even less. Melo admitted that the rules on the qualification of party-list groups is open to abuse. Among the party-list groups that applied to participate for the upcoming elections are groups from the call center industry, groups representing Visayas and Mindanao, gays and lesbians and even a group composed of people who wager on cockfights, locally known as "sabungeros." “Samahan ng mga sabungero (laughs), typical Filipino mentality hindi ba? Hindi ako masali sa grupong niyo, aba I’ll form another group,” said the poll body chief. Some of the groups were unfazed however by Melo’s statements.
“So Ang Ladlad is back. Parang Aliens 4 ano? Walang same-*** marriage, wala! Ayaw ni Jesus,” said Danton Remoto of Ang Ladlad. The group, which said they represent lesbians, gays, bisexuals and transsexuals (LGBT), tried to participate in the 2007 party-list system of elections but was disqualified by Comelec. “Nire-represent po namin ang Katribu, which is an organization of indigenous peoples all around the nation… We are confident,” said lawyer Francisca Claver of Katribu Partylist. Comelec is expected to release by October the final list of political and party-list groups who will pass the screening process and be accredited to participate in the 2010 party-list system of elections. Applicants will undergo hearings and their applications will be processed by the 1st or 2nd division of Comelec. Their decisions however can still be appealed to the Comelec en banc. Commissioner Rene Sarmiento said there were also groups that said they represent overseas Filipino workers, security guards, senior citizens and farmers. The Comelec official said however that the poll body will be strict in the process of the approval of applicants. "We will be stricter with the screening this time. They have to prove they are marginalized, have a good track record and that they have chapters in the cities, municipalities and provinces,” said Sarmiento.
